Services to families and children

Our philosophy

Children are active learners who are capable and resourceful. We value and respect them as unique citizens with rights. We help them develop their full potential through innovative play-based programs delivered by nurturing professional staff and educators. We provide them with exciting, environmentally conscious and safe environments in which they can express themselves, learn and grow.

Playing is at the core of children’s discovery and learning experience. Our programs incorporate play as the primary and most important educational tool. Playing enables children to develop great skills and interact with one another, with adults and with their environment.

We believe the best outcomes for children are achieved when staff and parents work in close partnership. We work respectfully with families and the wider community to meet diverse needs and build community capacity. We empower families to raise happy, healthy children in vibrant and connected communities and seek their input to cultivate and build our programs. We collaborate across programs to ensure a holistic approach to children’s learning and development.

Our direction

Our Municipal Early Years Plan (MEYP) provides strategic direction for our services to the community. It is closely aligned with the Council Plan and its strategic objectives in providing access to quality services that maximise children’s development and increase participation in community life.

The MEYP has five priority areas:

  • Social connection and inclusion of all families
  • Creating a child friendly Moonee Valley
  • Responsive and accessible services
  • Collaboration for the best early years services
  • Relevant and timely information for families and organisations.

Our services

We offer a range of early childhood services for families. Our services are there for families and children who live, work or study in Moonee Valley, to strengthen their ability to develop and grow.

We support children from birth to school through:

Our services work together to achieve the best possible outcomes for children and their families. Visit the specific service page for detailed explanations of what these services include.

When children get a bit older, they are supported by our Youth Services.

Family Services offer support to families with children from birth to 17 years of age.

Integrated early years centres

We continuously strive to service our community better. Providing a one stop shop location for early years services has proven to be a convenient way for families to meet the individual needs of children at different ages and stages.

A number of our preschools provide long day care and are co-located with maternal and child health services.

Our integrated service model delivered at Milleara offers a range of services under one roof including childcare, preschool and three year old programs, Maternal and Child Health, Family Services and complementary programs such as parent groups.

We are also looking at incorporating additional services such as health promotion programs and flexible use of space for community groups

Integrated services can be found at the following locations across our city:

Our Policies

Our suite of policies have been developed to guide and support educators and staff who work in our education and care services in their work they do with young children, their families and the community.
