Buckley Park Precinct
With careful consideration and analysis of all community feedback on the draft LATM plan, a final LATM plan was prepared, and presented to Council on 26 July 2016. The LATM plan included a traffic management plan and a parking management plan.
On 26 July 2015 Council adopted the Buckley Park LATM and resolved to do the following:
- Adopt the Final Buckley Park Traffic Management Plan (pdf, 320KB)
- Adopt the implementation of Final Buckley Park Parking Management Plan (pdf, 648KB)
- Note the additional traffic issues raised by the local community as identified in the report see Appendix D of the Council report dated 26 July 2016 (pdf, 371KB)
- Refer the works within the Final Traffic Management Plan and Parking Management Plan to future Capital Works Budget for funding consideration
- Advise residents and traders within the Buckley Park study area of the outcome of this report
- Not implement the blanket 40 km/h zone without further review of the effectiveness of other treatments identified in the Final Traffic Management Plan, following their implementation
- Proceed with implementation of the 40 km/h speed zone in Forrester Street, noting this has been identified as a preferred cycling route
- Receive a further report on the effectiveness of the traffic management treatments and the requirement for the 40 km/h zone

Please note that the attached Final Parking Management Plan only includes streets where parking changes have been adopted by Council and where further community consultation is required.

Recent tasks undertaken as part of the Buckley Park LATM Study
A report was presented to Council on the final Buckley Park LATM plan at the Ordinary Council Meeting on 26 July 2016.
The consultation period for the preliminary draft Buckley Park Traffic Management Plan closed on 1 April 2016. All feedback was analysed and used to put together a final LATM plan, in consultation with the Working Group (pdf, 678KB)
. Consultation was undertaken with the community on the draft Buckley Park traffic and parking plans.
Council endorsed the draft Buckley Park LATM plans for public consultation in February 2016. It contained a draft traffic management plan and a draft parking management plan.
The traffic management plan aims to address the key traffic issues in the area including:
The parking management plan included proposals for streets where data showed a high parking demand, based on reviewing the peak parking occupancies with regard for Council’s Parking Demand Management Framework to identify streets where parking restriction changes may be warranted. Council’s Kerbside Road Space User Hierarchy was then utilised to determine the most appropriate parking restrictions to cater for the various user groups in each street.

held to discuss the draft traffic and parking management plans. All feedback was considered and the draft plans updated.
An independent consultant considered all feedback and put together the draft traffic and parking management plans for the LATM.
October 2015: Working Group meeting (pdf, 553KB) held to discuss community feedback and all identified issues and opportunities.
September 2015: Every property in the LATM area was invited to provide feedback to us on issues, concerns and opportunities around traffic and parking in the local area.
Parking on nature strips and footpaths is illegal under the Victorian road rules. However, following residents' concerns, a number of narrow streets throughout the municipality have been previously identified where parking on the roadway could create safety concerns and restrict access for traffic. We have previously adopted a short term measure that allowed people in these streets to provisionally park on the nature strip whilst a long term solution could be found.
As part of the LATM study, we have investigated conditions across the study area and developed a strategy to restrict parking to one side of the road in some areas where traffic volume and parking demand is particularly high. This will help prevent vehicles, including those used for waste collection and emergencies, being blocked by vehicles parked opposite each other, and reduce the chance of damage to parked vehicles. There would be no significant change in the amount of legal parking due to such a change, as these streets are already too narrow for vehicles to legally park directly opposite each other. A number of similar-width streets in the Buckley Park local area (e.g. Market Street and McCracken Street) already have one-sided parking for the entirety of their narrow sections.
The exemptions tolerating parking on nature strips in some of the streets within the Buckley Park area will be removed, and the residents in those specific streets advised accordingly.
