The Federal Government has announced it will sell the former Maribyrnong Defence Site to VicUrban, following an extensive remediation process to clean up the 128 hectare site.

Opportunities
This project will have a major impact on Melbourne’s inner west. It presents opportunities to deliver:
• housing choice and affordability
• river access, parkland and open space
• community facilities
• restored heritage buildings
• employment opportunities

Community Engagement
The realisation of these opportunities will be shaped with input from the community.

The first stage of community consultation aimed at shaping the future of Melbourne’s inner west begins in October.

Remediation and Construction Timeline
Remediation will be undertaken by the Commonwealth Department of Defence and is expected to take at least 3 years, with construction scheduled to commence when the site is appropriately preapared.

The Project
This project will have a major impact on Melbourne’s inner west.
VicUrban will conduct extensive stakeholder and community consultation prior to finalising its plans for the site, however it envisages that the project will provide a balanced, sustainable development which will:
• Achieve a major impact in increasing housing supply, choice and affordability in the inner west, to meet the needs of the community
• Re-integrate a site which has been isolated for more than a century and provide public access to 3km of river front and significant open space, completing the existing regional park network
• Restore and re-use significant heritage buildings on the site, making them a key feature of the redevelopment.
• Enable delivery of a range of community facilities (e.g. education, health etc) to serve both the needs of the new population and the broader community
• Provide significant employment opportunities, increasing access and diversity of local employment, with a focus on small and medium enterprises
• Provide opportunities for the private sector to partner in the development of the project and be involved in project delivery

Consultation Plan
VicUrban will seek the input of council, the community and key stakeholders to inform the vision, master plan and development plan for the site, as part of a comprehensive stakeholder and community consultation plan.
The consultation plan will have three phases:
- Phase one (underway in October 2009) will involve a wide range of opportunities to input into the development of a shared vision for the site
- Phase two will provide further opportunities for input into the development of the master plan for the project
- Phase three will involve consultation on the development plan for the project

The three phases will unfold over the three years it is expected to take the Department of Defence to remediate the site
• The consultation plan will be coordinated with the Department of Defence’s consultation on the site remediation
• VicUrban will release a detailed consultation plan by the middle of 2009, following some initial consultation with key stakeholders to inform the plan’s direction

Remediation
Remediation of the site will be undertaken by the Commonwealth Department of Defence and the land will be transferred to VicUrban only when it has been appropriately remediated.
• The Department of Defence is responsible for site remediation
• The site will be remediated to standards set by the Victorian Environmental Protection Authority
• The remediation process is expected to take at least 3 years
• Remediation will be in accordance with the Heritage Management Plan prepared under the Federal Environment Protection and Biodiversity Conservation Act

Project Coordination
VicUrban will work closely with the City of Maribyrnong and other agencies on the transfer, planning and development of the site.
• A wide range of agencies will be actively involved in various aspects of the project
• VicUrban is currently putting in place processes to engage with the relevant agencies on the project

Traffic
VicUrban recognises that the community is concerned about the existing traffic situation in Maribyrnong and the implications of this project for local traffic. VicUrban will work with all relevant agencies and authorities on transport plans for the region.
• The City of Maribyrnong will coordinate the development of an integrated transport plan for the area
• VicUrban will work with the City of Maribyrnong, the Department of Transport, VicRoads and other agencies on this plan
• As the Victorian Government’s Sustainable Development Agency, VicUrban will actively promote sustainable transport options as part of this project. Decreasing car dependency will be a major priority.

Heritage
VicUrban recognises the heritage value of this site and intends to make these heritage values a key feature of the redevelopment of the site.
• The site already has a Heritage Management Plan prepared under the Federal Environment Protection and Biodiversity Conservation Act
• A heritage re-use strategy will also be developed as part of the master plan process
• The re-use strategy will be informed by further detailed heritage and safety assessments, as well as extensive community and stakeholder consultation
• Heritage Victoria will be involved in the development of plans for the heritage on the site

Heritage – Sandy
VicUrban recognises in particular the historical significance of Sandy and the history of the Light Horse Brigade on the site.
• VicUrban will work with the Department of Defence, City of Maribyrnong, the Friends of Sandy and the wider community to determine appropriate recognition is incorporated into the project

Heritage – Indigenous
VicUrban recognises there are some significant indigenous and cultural connections to the site.
• VicUrban will work with the relevant indigenous representatives, council and community to determine how best to appropriately recognise the site’s indigenous history and heritage

Affordable Housing & Housing Choice
At least 20% of the housing delivered as part of this project will be classified as affordable.
• Affordable housing on the site will address housing stress, which is when lower income households spend 30% or more of their gross income on housing costs
• Affordable housing will include a combination of:
-housing that is affordable to buy;
-affordable rental housing;
-social housing.
• VicUrban will develop the site in a way that delivers affordable living by also considering the cost of transport, access to jobs and services, energy and water
• Approximately 3000 new dwellings are expected to be constructed as part of the project, capable of housing around 6000 people
• It is anticipated that a variety of housing sizes and lot options will be provided, from detached housing to medium density and apartment living

Community Facilities
VicUrban will work with the City of Maribyrnong and other agencies to plan a range of community facilities for the project.
• The provision of a school on the site will be explored with the Department of Education
• Community health and other services will be discussed with relevant agencies and service providers

Open Space
VicUrban will develop a plan for open space and recreation facilities which builds on the unique attributes of the site as part of the development of the master plan.
• VicUrban will investigate a range of recreation facilities for the site including playgrounds, integrated bicycle paths, walkways and pedestrian bridges
• VicUrban will ensure that the community has opportunities to input into the planning of these facilities

Employment Opportunities
The project is anticipated to provide significant employment opportunities, increasing access and diversity of local employment, with a focus on small and medium enterprises.
• Approximately 4,500 construction jobs are expected to be created over the life of the project
• The project will include office accommodation and other facilities for local businesses which are expected to provide a range of on-going employment opportunities

Environment
VicUrban is committed to ensuring that the project builds on previous experience in delivering significant outcomes for the environment, including reducing energy and water consumption and waste.
• VicUrban will investigate a range of environmental technologies for the project including energy efficiency, clean energy supply and local water conservation and re-use

Timing, Sales & Construction
The Maribyrnong Defence Site will not be transferred to VicUrban until after it has been appropriately remediated which is expected to take 2 to 3 years.
• Lot sales will not commence until the remediation has been completed and the master and development plans are approved
• Construction is not expected to commence until 2012
• It is estimated the site will have around 3000 dwellings of various types
• Prices are yet to be determined, however there will be a diverse range of housing options available as part of the development
• The Maribyrnong project is a major urban renwal project and will take 10 to 15 years to reach completion
• Delivery will respond to market conditions

Project Delivery
What opportunities will there be for private developers to be involved in the Maribyrnong project?
There will be opportunities for the private sector to partner in the development of the Maribyrnong site. Small and large players will have opportunities in the renewal of this site.

VicUrban will undertake the master planning and will be responsible for responding to the site’s complexities and engaging with the community, thus resolving the key risks associated with the redevelopment of the site, before offering opportunities to the private sector.

Why is VicUrban best placed to undertake this project?
VicUrban has demonstrated it can tackle an extremely diverse range of projects involving remediation, urban renewal, mixed-use and residential development in a range of environments including inner city, suburban and regional areas.

Cairnlea, the former Defence Albion explosives factory, is a great example of transforming disused, contaminated yet culturally significant land into a diverse and dynamic sustainable, residential mixed-use precinct.

Residential projects such as Aurora, which became Australia’s first 6 Star Green Star residential community, are also testament to VicUrban’s leading environmental credentials.

The Revitalisation of Central Dandenong Project is a great example of how VicUrban works with existing communities to guide the development and delivery of the vision for this project.
And Australia’s largest urban renewal project Melbourne Docklands also involved working in partnership with the private sector to transform a large parcel of disused government land into a vibrant, diverse waterfront community that is rapidly changing the face of Melbourne’s CBD.

VicUrban also has a strong history of partnering with industry to deliver complex projects and it hopes to work with industry on this project to demonstrate a number of innovations, particularly in the area of precinct wide environmental initiatives.

Project Name
VicUrban is yet to establish a formal process for considering names and will do so as part of the community consultation process.

A naming competition has been touted as one option that could be considered as part of the consultation.
