Amendment C142 was gazetted on Thursday, 14 May.
This amendment implements the findings of the Moonee Valley Thematic Places Heritage Study 2012-14. It does this by applying the Heritage Overlay to places identified in this study, including along Mt Alexander Road and 2-20 Levien Street, Essendon.
The application of the Heritage Overlay requires a planning permit to subdivide land, demolish or remove a building and to construct a building or carry out works, including fences. This is to ensure that development does not adversely affect the significance of a heritage place.

At the Ordinary Meeting on Tuesday, 27 January 2015 Council resolved to incorporate all changes recommended in the Panel Report and submit Moonee Valley Planning Scheme Amendment C142 to the Minister for Planning for Approval.
On 22 April 2014, we resolved to seek ministerial authorisation to prepare Amendment C142 to the Moonee Valley Planning Scheme.
The amendment proposes to implement the findings of the Moonee Valley Thematic Places Heritage Study 2012-14 by:
- Amending the Schedule to Clause 43.01 (Heritage Overlay) to introduce new Heritage Overlays to some of the places identified within this study.
- Amending the Planning Scheme Maps to apply Clause 43.01 (Heritage Overlay) to the various properties. This includes Map 7HO, 11HO, 12HO, 15HO.
- Introducing the Moonee Valley Thematic Places Heritage Study 2012-14 as a reference document to Clause 21.05 (Built Environment) of the Moonee Valley Planning Scheme.

The consultation period has now closed.
On 26 August 2014, Council resolved to request a Independent Planning Panel to consider the amendment and submissions received.
