Council meetings are open to the general public and take place at the Civic Centre, 9 Kellaway Avenue, Moonee Ponds. There are two kinds of monthly meetings.
Ordinary meetings
Ordinary meetings normally discuss town planning, urgent planning applications and other matters.
These meetings are held on the third Tuesday of every month at 7pm.
You can ask questions and raise issues at our council meetings by completing a question form.
Question forms (doc, 42KB) must be lodged by 12pm on the day of the Ordinary meeting.
Planning and Citizens meetings
Planning and Citizen meetings normally discuss planning applications, traffic and transportation issues, service delivery and other operational issues.
These meetings are held on the first Tuesday of every month at 7pm.
We have a public forum and question time from 6 - 6.45pm where you can ask questions or make presentations on issues to Council.
If you would like to make a presentation, submit a public forum and question time form (doc, 43.5KB) by 5pm on the Monday before the meeting.
We will let you know after the submission closing time whether your presentation can be accommodated.
Council meeting agendas and minutes
A copy of the agenda for all Ordinary and Planning and Citizens meetings will be made available online from late Friday afternoon before the scheduled meeting.
Pick up a hard copy from the Moonee Valley Civic Centre, 9 Kellaway Avenue, Moonee Ponds or from your local libraries.
Copies of the agenda are also available at the meeting.

Tenders Committee
Our Tenders Committee is set up under section 86 of the Local Government Act 1989 and is made up of three councillors. The Tenders Committee has delegated power to award contracts for works, goods or services between the value of $500,000 and $4 million.
The Committee meets only when they need to and will consider tender reports in closed sessions, in accordance with section 89(2) of the Act, as these matters are of a contractual nature.
Governance Law
We are required under the Local Government Act 1989 to have a local law governing new meeting procedures. We adopted our Governance Local Law 2009 (doc, 675KB) on 15 September 2009.
The objectives of this local law are to:
- facilitate the good government of Moonee Valley City Council through its formal meetings procedure to ensure effective and efficient Council decisions are made in a manner that reflects an effective local government
- promote and encourage a Moonee Valley City Council leadership that is consistent with the community's views and expectations
- promote and encourage community participation in local government
- incorporate by reference: Moonee Valley’s Meetings Procedure Protocol, Councillor Code of Conduct and Procedure for Election of Mayor and Deputy Mayor
- regulate and control the use of our common seal
Moonee Valley City Council Procurement Policy
All Victorian councils are required to have a procurement policy (doc, 1.2MB) under the Local Government Amendment (Councillor Conduct and Other Matters) Act 2008.
The purpose of the procurement policy is to ensure we adopt appropriate best practice contracting and procurement principles, policies, processes and procedures for all goods, services and works.
