PROPOSED 2012/13 ANNUAL BUDGET
In accordance with Sections 127 and 129(1) of the Local Government Act 1989 (as amended) (“the Act”) the Council of the City of Moonee Valley (“the Council”) hereby gives public notice that at the Planning and Citizens Meeting on 1 May 2012:
1. It has prepared its Budget (“the Budget”) for the financial year commencing 1 July 2012 and ending 30 June 2013 (‘the financial year”).
2. It intends at a Meeting of the Council to be held at the Council Chambers, Moonee Valley Civic Centre, 9 Kellaway Avenue, Moonee Ponds on Tuesday, 19 June 2011 at 7:00pm to adopt the 2012/13 Municipal Budget as prepared by the Council and the following information is given:
Borrowings:
a) The projected amount borrowed by the Council, as at 30 June 2012, is $13,926,215.
b) The total amount proposed to be new borrowings by the Council during the financial years is $4,000,000.
c) The total amount projected to be redeemed during the financial year is $4,553,882.
d) The projected total amount of borrowings as at 30 June 2013 is $13,372,333.
e) The projected cost of servicing the borrowings is $824,701.
Rate Assessment:
f) The Council proposes that the rate and amount of rates payable in relation to land in each category of differential will be declared at
• A general rate of 0.19940401 cents in the dollar of CIV for all rateable residential properties
• A general rate of 0.24429670 cents in the dollar of the CIV for all rateable non-residential properties, except those
defined as non residential vacant land and commercial liquor licence
• A general rate of 0.797616 cents in the dollar of the CIV for all rateable non-residential properties defined as vacant
land
• A general rate of 0.299106 cents in the dollar of the CIV for all rateable non-residential properties defined as
commercial liquor licence
Each differential rate will be determined by multiplying the Capital Improved value of each rateable property by the relevant cents in the dollar indicated above.
g) The Council further proposes to declare and levy rates pursuant to Section 4 of the Cultural and Recreational Lands Act 1963 (as amended).
Rateable assessments that receive a Cultural & Recreational Land rebate will be classified as Residential Land and will be charged the residential rate of 0.19940401 cents in the dollar of Capital Improved Value. The number of rateable assessments of cultural and recreational land is estimated to be 29.
h) The Council intends to raise a Municipal Charge pursuant to Section 159 of the Act. This charge will be $114.97 and will apply to all rateable properties including vacant land.
i) The Council further intends to raise service charges pursuant to Section 162(1)(b) and (c) of the Act (“the service charge”) for Environmental Services. The Service Charges are to cover costs for the collection and disposal of refuse and associated materials on the following basis:
• An annual service charge at a proposed unit amount of $175.96 for Environmental Services. This charge will apply to rateable and non-rateable properties, excluding vacant land.
• Green Waste Service Charge – an annual service charge of $55.14 per service is proposed in respect of rateable land, where the owner/ratepayer has elected to use the services of the Green Waste Bin Collection service. For all eligible pensioners who receive a pensioner rate, an annual service charge of $34.03 is proposed, where the owner/ratepayer has elected to use the services of the Green Waste Bin Collection service.
