Statement from Moonee Valley Mayor, Cr Samantha Byrne

I am very pleased to announce that Council has appointed Helen Sui as the new CEO of Moonee Valley City Council, following an extensive recruitment process with an extremely competitive field of candidates.

Helen has more 20 years professional experience in the Local Government, State Government and not-for-profit sectors. Prior to accepting the CEO role at Moonee Valley, Helen was the Director Asset Management Reform and Implementation with the Department of Health and Human Services Housing Division.

Helen’s most recent Local Government experience includes four years at the Whittlesea City Council, where she initially held the role of Director Corporate Services and then took on the role of Director City Transport and Presentation.

Helen is known for valuing, developing and engaging staff to deliver positive community outcomes. Among her achievements at Whittlesea, Helen is most proud of the development and implementation of the People Strategy and Plan, which won the 2020 IPAA Leading Employers Award, led to a more engaged workforce and significantly reduced workplace injuries. This, together with other initiatives Helen put in place, realised savings for the community in excess of $50m.

Helen has a Master of International Politics (Beijing University), Master in Professional Accountancy (University of Southern Queensland), a Graduate Diploma Local Government Law (Monash University), and EMBA (University of Sydney). She is a CPA.

She was a finalist for the 2015 Telstra Business Women’s Awards and more recently was selected and served as a Judge for the 2020 Telstra Business Women’s Awards

Helen will be charged with leading the delivery of our key capital works and programs to realise the vision of MV2040 for the benefit of the community.

She will start in the role on Monday 31 August.
