Union Local Area Traffic Management study

Status: Completed

Following consideration and analysis of all community feedback on the draft Local Area Traffic Management (LATM) plans, Council adopted the Union LATM study on Tuesday, 25 August 2026 and resolved to do the following:

  1. Note the baseline traffic and parking data, and community consultation outcomes from the Union Precinct Local Area Traffic Management Study
  2. Adopt the final Traffic Management Plan for implementation (PDF, 450 KB) with the following changes:
    1. Commence installation of bus capable speed humps on Francis Street, Ascot Vale between Union Road and Rothwell Street, and
    2. Upgrade the existing speed hump to a raised crossing or install a pedestrian crossing immediately north of the speed hump on The Crescent, Ascot Vale immediately south of St Leonards Road intersection.
  3. Note that the Traffic Management Plan will be reviewed six months after implementation to assess effectiveness and determine if any further interventions outlined are warranted.
  4. Adopt the final Parking Management Plan (PDF, 341 KB) for implementation.
  5. Note that property owners and occupiers and other key stakeholders (including but not limited to trader’s associations, Homes Victoria, Wingate Community Centre and the like) within the Union Precinct will be advised of the outcome of this report.
  6. Note that the report requested in CM 2026/64 on active transport matters may have recommendations relating to traffic and parking management within the Union Precinct.
  7. Review parking arrangements for Roseberry Street, Ascot Vale (between Union Road and Ferguson Street) and undertake targeted consultation six months following the re-opening of Coronation Kindergarten.
  8. Request the CEO or delegate to write to the Principal of St Mary’s Primary School regarding the recommendation in the final Parking Management Plan to extend the school drop off zone subject to a suitable access gate being installed by the school, for the school’s consideration.

The resulting traffic and parking management plans recommend works which aim to improve traffic conditions, parking and road safety in local streets. Residents and traders are to be contacted before these works take place.
