Council adopts Vision for Windy Hill
On 22 October 2019 Council adopted a Vision for Windy Hill to shape the future of this iconic space.
Windy Hill holds a special place in the Moonee Valley community and we reached out to thousands of residents, current tenant clubs (cricket, football, bowls and croquet), community groups and other key stakeholders in the development of a vision for the future of Windy Hill:
“A place where people are proud to play, stay and remember”
We heard overwhelmingly that we need to:
- Acknowledge the history of this iconic venue.
- Retain the sporting function for the cultural and social heritage it represents, and the opportunities it creates for “a healthy city”.
- Improve the existing infrastructure and amenity to create a welcoming user experience for all.
The vision aims to deliver on a key priority of our long-term vision for Moonee Valley, MV2040, by creating a community hub for Essendon.

Prior to the Visioning project conducted in 2019/20, in 2012 A Masterplan for Windy Hill was developed. The Masterplan was considered as part of the background information in the development of the Vision. To view the 2012 Masterplan click here.
