Rebuild of the “Essendon Apartments”
A proposal to convert a two-storey building on Mount Alexander Road, North Essendon, into an eight-storey residential building was greenlit this week.
In making the decision, councillors acknowledged 13 objections were received about the impact on neighbourhood character, site layout and building mass. However, it was decided the conditions and the plan for 35 new apartments resulted in an overall community benefit.
Rooming house to go ahead
A house in Middle Street, Ascot Vale, will be converted into a nine-bedroom rooming house with a shared kitchen and living area for up to 12 people.
With 51 objections received, a community consultation meeting took place in mid-June.
Council acknowleged and recognised the community concerns that had been raised about the development. The development was approved on the basis that it met the requirements of the Heritage Overlay of the Moonee Valley Planning Scheme.
Preventing fraud
The Fraud and Corruption Control Policy was adopted by the Council after community consultation had been undertaken and feedback incorporated. The Policy helps embed fraud and corruption controls across the organisation, establishing a strong governance culture. It further demonstrates Council’s commitment to zero tolerance for fraudulent or corrupt behaviour within or against any part of Council.
Valuing, connecting and supporting older adults
Reducing barriers to healthy, safe and independent ageing is a focus of the new Ageing Well in Moonee Valley Framework, which was adopted by Council.
It includes celebrations, partnering with organisations to prevent and respond to elder abuse, and supporting access to services. The Framework also emphasises involving older people in decision-making and making connections via volunteering.
While receiving mostly positive sentiment from the community consultation undertaken, suggestions to strengthen references to access and equity, ageism, culturally appropriate care, mental wellbeing, dementia-friendly environments and climate resilience were included into the adopted Framework based on the feedback received.
Traffic and parking in Union (Road) Precinct
A study to improve the traffic and parking around the Union (Road) Precinct found conditions and the local road network were functioning well, but improvements were recommended.
Reduced speed limits, signage and line marking upgrades, speed humps and crossing were considered for the area, which is bounded by Maribyrnong, Epsom and Ascot Vale roads.
Councillors debated bringing forward some additional works, including reducing speed limits to 30km/h. The motion was lost which means a subsequent report will be presented to the August Council meeting for further consideration.
Reducing carbon emissions continues
Council allocated $140,000 from the Community Climate Emissions Reduction Reserve to continue and expand two Let’s Go Zero initiatives to reduce community carbon emissions and address cost-of-living pressures, thanks to successful outcomes achieved through the program to-date and associated and cost-savings that have been experienced by the community.
An energy advisory service that has helped more than 200 people reduce their bills, and a community education program through the libraries will now continue until the end of next year.
Housekeeping
Council received the minutes of the Audit and Risk Committee meeting, which was held on 15 June, and a Biannual Report on its activities.
The CEO Employment and Remuneration Committee will be renamed the CEO Employment Matters Committee moving forward, and moving forward will made up of all councillors as well as an independent chair
