A building permit is generally required for all forms of building work and we are here to provide you with the information you need.

Building permit
A building permit is generally required for all forms of building work. Please refer to practice note when is a building permit required for common types of building works.
Having a building permit ensures that:
- the building contractors are registered and they carry the required insurance
- adequate documentation is prepared to construct your building or alteration
- independent review of building documentation occurs
- key stages of the work are independently inspected
- your building is independently assessed as suitable for occupation.
Note: although a building permit may not be required for some minor work, the owner of a building or land must still comply with building regulations.
You may also need a planning permit for your proposed building work (including fences, antennas, masts, carports, garages and the removal of vegetation).
You can apply for a building permit from:
- A private building surveyor of your choice. You can find a registered building surveyor on the Building and Plumbing commission webpage
- Council - please contact our Building Department for the building permit application fee. Remember to have the 'estimated cost of building works’ handy, for an accurate fee proposal.
Building fees and payments
In most cases, building fees can be paid upon lodgement using Moonee Valley City Council’s online application lodgement service. If you require an alternative payment method please make this request in writing to council@mvcc.vic.gov.au with the attention of Building department.

To make a free, 10-minute appointment to speak with a Building Surveyor, either in person or via video chat, for general building advice. If your enquiry relates to one of the below please follow the links to the correct page:
- The property area is under 300m².
- The property is a townhouse, multi-unit or commercial development.
- The property is subject to an existing planning permit.
- The land has an Overlay (e.g. Heritage, Environmental).
- You are changing the use of the building or have questions about zoning and land use.
You must be the owner or have owner’s consent.
