We believe that volunteers are the pillars of a happy and healthy community and Moonee Valley City Council is grateful to have 100+ volunteers that provide invaluable contribution by volunteering across many programs. Community spirit shown by volunteers enables Council to provide a greater range of services and activities for residents and help us create a better place for everyone within the municipality.
Why volunteer at Moonee Valley City Council?
We are grateful to have volunteers that provide invaluable contribution by volunteering at our Incinerator Gallery, Walk the School Bus program, delivering library material to residents who cannot come to libraries in Home Library Services program, Youth programs like L2P, and supporting community members in Men's Shed program. We believe that volunteers are the pillars of creating a happy and healthy community and our volunteers enable the Council to provide a greater range of services and activities for local residents.

Council volunteer programs
Bowes Avenue Community Centre
Bowes Ave Community Centre provides educational, social, health and wellbeing programs that bring users together from diverse and multi-generational backgrounds. The community centres are hubs that are vibrant, welcoming, and flexible, with activity and program rooms, family facilities, creative spaces, consulting rooms and sports change room and recreational facilities – as well as plenty of spaces to sit, meet friends and relax. With the support of volunteers, we create activities for our participants to engage, learn and socialise.
Community Transport services
Our Community Transport program is a service for older adults, people who have difficult accessing transport due to their physical or financial capacity and people with limited access to public transport. It has been designed to assist eligible residents with access to medical appointments, food shopping, social and community activities and maintain independence living at home.
Home Library Service
The Home Library Service is a free program for Moonee Valley residents who are unable to visit the library for reasons including frailty, disability, or illness or who are full time carers of the above. Our volunteers deliver library materials to members of our community on a monthly basis.
Incinerator Gallery
Volunteer at our Incinerator Gallery team and enjoy opportunities to welcome and interact with visitors to Incinerator Gallery. Through involvement in support of exhibitions, events, public and schools’ education programs, volunteers can broaden their social and professional networks by meeting people with similar interests.
Men's Shed
The Men's Shed is a friendly environment, welcoming all men to work on meaningful projects (both group and individual) at their own pace. All participants, whether skilled or unskilled, can join the Men's Shed to become involved in community projects.
Municipal Emergency Management Planning Committee (MEMPC)
The Moonee Valley MEMPC is formed pursuant to the Emergency Management Act 2013 and the Emergency Management Legislation Amendment Act 2018 (EMLA Act). The Moonee Valley MEMPC is a multi-agency collaboration group. The members of this committee bring organisation, industry or personal expertise to the task of developing a comprehensive emergency management plan for the municipality. The MEMPC is responsible for municipal emergency management planning and meets on a quarterly basis.
TAC L2P
The TAC L2P Program is funded by the TAC, administered by the Department of Transport, and delivered locally by Moonee Valley City Council. A volunteer mentor is matched with a young learner driver and supports this learner to gain the driving experience needed to develop safe driving skills and prepare for their driving test.
The Lab
The Lab is a growing network of not-for-profit technology clubs for autistic children and young people who enjoy working and playing with computers. By providing a safe and welcoming space and technology-based activities, The Lab can help young people on the autism spectrum develop important skills, gain confidence, and pursue their passions. Our volunteer provides the participants with access to IT and technology skills within a supportive social environment as well as provide support to the mentors of this program in running the sessions smoothly.
Walking School Bus
The Walking School Bus is not a real vehicle, it is a group of children who walk to school accompanied by 2 adult leaders who pick up and deliver children at 'bus stops' along the way. Two volunteers accompany the 'school bus' on each morning or afternoon shift.
Important information for people who are considering volunteering with Moonee Valley City Council
Volunteer work is unpaid. We are unable to guarantee that volunteering with Council will result in paid employment.
You are not guaranteed a volunteer position if you apply. In order for the experience to be a positive one for both yourself and the organisation it is important that we match your skills, knowledge and motivation against the requirements of the volunteer position which may not always be possible/available.
All our volunteers are allocated a supervisor in the area they are working. Supervisors provide on the job training, guidance and direction to make it easy and enjoyable to carry out your volunteer role.
Your volunteer supervisor can provide you with a statement of service which details your roles and responsibilities and hours as a volunteer, however it is not Council’s policy to give written references. Your volunteer supervisor is able to give a verbal reference over the phone.
Moonee Valley City Council is committed to being a child safe organisation and has a zero tolerance for child abuse or racism. All children and young people are valued members of our community and have the right to be and feel safe.
We require all our councillors, employees, labour hire staff, contractors, work experience students over the age of 18 and volunteers to understand and act to prevent, detect, respond and report any suspicion of child abuse. We encourage and maintain a culture of child safety, where children are supported to express their individuality and enjoy their cultural rights. We have specific policies, procedures and training in place to achieve these commitments.
Our volunteers will need to abide and comply with our Child Safety Code of Conduct and complete the child safety trainings before commencing their volunteering with us.
As an Employee and Volunteer here at Moonee Valley City Council (the Council) you have made a commitment to serve the local community. In doing this it is vital that we always act with integrity and follow important rules and processes to ensure that everything we do is fair, impartial, honest, ethical, transparent, and in the best interests of our community.
All our employees, volunteers, work experience students, contractors, labour hire and consultants are required to behave in accordance with the ethical behaviour outlined in our Employee Code of Conduct. This code of conduct will be emailed to our new onboarding volunteers prior to commencing volunteering at council and all volunteers are expected to read and commit to comply with this Employee Code of Conduct.
All people who are 18 years of age or more, who work with children or at locations used by children, are required to carry a current Working With Children Check (WWCC). We will also accept Victorian Teacher's Registration (VIT) or Leading Senior Constable Registration (SCR) reference details.
Where a WWCC is required, it will be stated in the volunteer role description.
Working with Children Checks are available to volunteers without charge, to find out more about the check and how to apply, please visit the My Check website.
Many volunteer roles at Council require a Police Check. Where a Police Check is required, it will be stated in the volunteer role description.
There is no cost to the applicant and we provide guidance on how to complete the process.
Any findings are treated with respect and strict confidentiality.
Findings relevant to a role will mean that the applicant will be ineligible for that role and need to choose a different type of role to apply for.
Partnership with Volunteer West
Volunteer West is a division of Australian Multicultural Communities Society (AMCS).
Council aims to strengthen community connections, and we are pleased to share an exciting opportunity for Volunteer-Involving Organisations (VIOs) within the municipality. We have partnered with Volunteer West, a Volunteer Resource Centre operated by Australian Multicultural Communities Society (AMCS) to provide free support and resources to organisations that engage volunteers as well as to provide volunteer support services to community members looking to volunteer.
This support includes:
- assistance with volunteer recruitment
- promotion and marketing of volunteer opportunities
- access to training sessions and workshops for our volunteer organisation and the wider community.
