Moonee Valley City Council response to A Current Affair episode Wednesday, 12 April 2023

Council is aware that a segment has aired on A Current Affair regarding parking infringement management in Moonee Valley. Please find below statement.

“Moonee Valley City Council is currently reviewing two infringement notices where the driver claims to have driven through Niddrie Central without parking. On both occasions, currently there is no evidence supporting the claim that the driver drove through Niddrie Central without parking. There are no unmatched licence plates or unrecognised licence plates within the time window of the vehicle using the car park, and there is no record of the subject plate entering or leaving the carpark other than entering in the morning and leaving in the evening on both occasions.

Moonee Valley City Council has been engaged to manage parking time restrictions at the Niddrie Central Shopping Centre to assist in ensuring genuine customers can find places to park.  This car park is private property. Council manages parking restrictions at six private car parks, including Niddrie Central. Council collects revenue for private parking agreements and pays all costs associated with monitoring and enforcement.

Niddrie Central provides free car parking for 2 hours for its patrons. To manage time restrictions, Council has installed Automatic Number Plate Recognition (ANPR) technology that monitors cars entering and exiting Niddrie Central Shopping Centre. ANPR technology is utilised around the world in the parking industry to manage and monitor the use of parking spaces. Niddrie Central is the only car park in Moonee Valley that currently uses this technology.

Any recipients of parking fines issued by Moonee Valley City Council have access to a fair process for appeal, and the subsequent opportunity to legally challenge a fine. If someone thinks they have been wrongly fined they should contact Council.

Moonee Valley City Council cautions that it is a dangerous practice for drivers to take shortcuts through private property and presents risks to pedestrians and other users.”
