Statement on appointment of Municipal monitors

On 5 February 2024, Prue Digby was appointed as the second municipal monitor.

 

Moonee Valley City Council Mayor Cr Pierce Tyson today welcomed the appointment of two municipal monitors.

Minister for Local Government Melissa Horne MP today announced Mr Phillip Carruthers would commence as monitor for Moonee Valley City Council for six months, commencing this week. A second monitor is expected to be announced shortly.

“As the Victorian Government undergoes possible reforms to the Local Government Act 2020 regarding individual accountability for elected officials, I trust Moonee Valley will serve as an important case study in professional and positive practices,” Mayor Tyson said.

There have been 10 municipal monitors appointed over this council term including Darebin, Geelong, Wodonga, South Gippsland, Strathbogie, and Yarra.

“I would like to thank Minister Horne and Executive Director of Local Government Victoria, Mike Gooey for their support on this issue – we are all eager to ensure the best outcome for Moonee Valley and appreciate any guidance that assists us in achieving this,” Mayor Tyson said.

The terms of reference for the monitors are to advise and provide any relevant assistance and support to Council in relation to the improvement of Council’s governance processes and practices.

“I encourage our community, staff, and Councillors to assist the monitors in their duties.

“Locals hold our elected officials to the highest standard, and I look forward to demonstrating that over the next six months.”
