Your wrap up of Moonee Valley Council’s July Council Meeting

Planning for future success

Council adopted a suite of draft plans that are now available to the community for feedback. These plans outline Council’s strategic direction, and commitment to responsible planning and resource management: 

  • Draft MV2040 Community Vision and Strategy, updated 2025 

This document sets out Moonee Valley’s aspirations for at least the next 10 years!  

  • Draft Council Plan 2025-29, incorporating the Municipal Public Health and Wellbeing Plan and the Disability Action Plan 

This is a medium-term strategic plan that outlines the Council’s intentions and focus for at least the next four years, being the councillor’s term of office. For the first time, we’re building into the Plan both our Municipal Public Health and Disability Action Plans, embedding health, access, equity and inclusion in everything that Council does.  

  • Draft Asset Plan 2025-35 

This document makes clear the Council’s approach to maintaining, renewing, expanding and decommissioning the $1.36 billion in public infrastructure under our management. That’s things like our libraries, leisure centres, parks, roads and stormwater drainage.  

  • Draft Financial Plan 2025-35 

This long-term plan explains how the Council intends to achieve its service delivery and infrastructure management goals in a way that meets the future needs of the community in a financially sustainable way (for example, without unplanned increases in rates or disruptive cuts to services). 

 

Planning approval for Mt Alexander Road medical centre

The Council gave developers the green light to erect a five-storey medical centre at 1088 Mt Alexander Road in Essendon.

No community objections were received about the proposed facility, which will have a total floor area of 1,045 square metres.

 

Land acquisition to widen court

Moonee Valley City Council will compulsorily acquire two small parcels of land on Overman Court in Essendon after councillors voted on Tuesday in favour of the plan. 

The narrow street is currently hard for waste collection trucks, delivery vehicles, and firefighting services to access. Fire Rescue Victoria has advised Council that a fire truck would be unable to enter Overman Court in the event of an emergency. 

Consultation with the community occurred on this matter, with Council receiving a number of objections.  The decision taken reflects that while this was the case, there was no significant opposition to the proposal from the community.  

 

New policy to govern planning delegation

A revised statutory planning policy approved on Tuesday makes clear the respective roles of Councillors and council officers in the decision-making process around planning applications.  

By endorsing the new-look policy, Councillors have agreed to change the type of planning matters referred to them, and what matters planning staff alone can address. 

The aim is to make planning decision-making more efficient, while also retaining the important community representation role Councillors play in the planning process and strategic design of our city.  

 

Addressing Moonee Ponds kindergarten needs

The Council again expressed the need to consider kindergarten services in Moonee Ponds. 

A new kinder in Moonee Ponds would require an appropriate property to house the service, and the Council agreed that Moonee Valley should advocate to the state government to secure funding for such an acquisition as opportunities present.   

 

Advocating for a better Racecourse Road

Last year, Council gave the thumbs up to a Strategic Improvement Plan for Racecourse Road, setting out a vision for the future of the thoroughfare. The Plan was developed in collaboration with the City of Melbourne, which borders Moonee Valley at Racecourse Road. That Plan requires advocacy work to secure funding for works along the throughfare, and councillors resolved at their July meeting to endorse that advocacy work.   

More than 30,000 motor vehicles travel on Racecourse Road every day, and it’s also an important tram and cycling corridor. With lots of change happening in nearby areas like Kensington and the Macaulay, work is needed to ensure it remains a well-functioning stretch of road.  

 

Contracts for concreting and library collections

Did you know that Council has approximately 885 kilometres of pathways and over 400 kilometres of kerbs and channels? These roads, footpaths and bike paths areour most heavily used assets, and often require repair. Council has now extended by one year its contracts with concrete maintenance providers, Consolidated Construction Services and L&A Monitto Concreting, so these companies can continue to keep our streets in good condition.  

Councillors also endorsed a Procurement Australia contract to furnish Moonee Valley’s beloved libraries with new collection items and equipment. New library purchases have been made using this procurement process since 2021, offering Moonee Valley best-value access to physical library materials, shelving, technology solutions, and digital collections.
