How we’re tracking towards MV2040 and delivery of the Council Plan 2025-29

Council is pleased to reveal the key achievements from July – December 2025, as we strive to achieve our objectives set out in both our MV2040 Community Vision and Strategy as well as our 4-Year Council Plan.  

MV2040, and our vision for the future is delivered through focusing on six themes: Fair, Thriving, Connected, Green and Beautiful and Trusted, to help us create a Moonee Valley that is healthy, welcoming and vibrant community. Below are just some of our achievements for each theme over the first two quarters of the 2025/26 financial year. 

  • GREEN – To nurture a green future, through caring for Country and creating a clean, sustainable, climate-safe city for future generations.  
  • A community planting event was held for National Tree Day where over 375 community members joined to plant more than 6,000 indigenous plants throughout Afton Street Conservation Reserve. This contributes to future shading and tree canopy cover to support biodiversity and cooling of the environment. 

THRIVING – To support a thriving and prosperous community with opportunities and places for events, the arts, business, innovation, lifelong learning, sport and recreation in a creative and vibrant city. 

  • In partnership with the Victorian Government, Council invested in transforming and extending the Ascot Vale Library into a welcoming, sustainable, and accessible facility. Council’s expanded library program offering has resulted in almost 15,000 visits in the last quarter. This was a major budget initiative from our Capital Works Program.  
  • Following consultation with residents and traders, a mural was installed at Pridham Plaza, by Kuran James (He/Him), a proud Darkinjung/ Wonnarua tattooist and illustrator, representing the diverse cultures of Flemington. 

CONNECTED – To make connection easier and more inclusive through safer streets, paths, transport and better ways to engage with Council.  

  • Council implemented new accessibility tools across all websites and refreshed the corporate site to improve navigation and create a smoother, more intuitive user journey. Updates include new accessibility plugins, a streamlined main menu and improved layouts across key sections of the corporate site.  
  • New public electric vehicle (EV) charging stations were installed at Djerring Flemington Hub. Five additional EV charging licences were executed in December 2025, with further EV charging installation works scheduled to occur throughout 2026. 

FAIR – To deliver and facilitate inclusive, equitable and affordable services, to improve wellbeing for everyone: 

  • Council has reviewed the recently completed the Cultural Safety Audit to ensure all individuals from diverse cultural backgrounds feel safe, respected, and valued, and is now putting its findings into action. The recommendations from the audit will be built directly into the Self-Determination Plan, helping to ensure cultural safety is strengthened in a meaningful and lasting way across our work. 
  • The Medieval Fantasy Festival was a major event organised by Council for Youth Month. It was supported by 2,000 attendees, becoming one of the largest youth events in recent years. During this event Council engaged with young people to evaluate the effectiveness of the programs, and to inform planning for future activities. 

BEAUTIFUL– To shape a beautiful and liveable city with housing and infrastructure that meet changing community needs. 

  • Planning and preparation activities progressed to ensure delivery of the Early Years Building Blocks Program, including detailed design, stakeholder and community consultation and procurement. The modular building at Lincolnville Kindergarten was successfully installed, with site works and fit-out well progressed. The planning permit process progressed for the Airport West Kindergarten. This was also a major budget initiative from our Capital Works Program. 
  • An assessment of the Wurundjeri Woi‑wurrung cultural values of the Maribyrnong River Cultural Precinct has been completed as an early step in shaping a long‑term vision for the river and its surrounds. The findings and recommendations from this work will inform a plan, to help guide the future of the precinct, with a focus on environmental and cultural heritage elements.  

TRUSTED – To strengthen the trusted relationship between Council and the community, based on open communication and engagement founded on integrity, accountability and transparency.  

  • Council adopted its updated Financial Management Policy. The revised Policy sets clear guidelines to ensure Council remains financially sustainable, while also providing stability and predictability for the community when it comes to financial impacts. 

These achievements are just some of the outcomes from our Q1 and Q2 report.  

We’re pleased to report strong progress across our Annual Plan. At the end of Q2 (December 2025), 50 of our 52 Annual Plan initiatives (96%) are either on track or complete. This reflects the steady work underway across a wide range of projects and priorities for our community. 

Two initiatives are currently behind schedule, due to factors outside of Council’s control.
