Littering
Disposing of rubbish in a public space, footpath, park or street is illegal. If you are caught littering, you could be issued an on-the-spot fine from Council officers. For more information on the littering fine, see the Environment Protection Act 2017
Litter includes any of the following:
- cigarette butts
- dog poo
- general and hard rubbish
- over-flowing rubbish bins.
Community litter collection
We support our community members who create events for litter collection, and we appreciate your effort. To host such an event, please contact Council on 9243 8765. The Moonee Valley cleansing team will send bins to the location to support the event.
Graffiti
If you see graffiti in Moonee Valley report it online by clicking the button below or call us on 9243 8888.
Responsibility for cleaning
If it's on Council property, such as a Council-owned building, parking meter, bench, bin or street sign, Council will clean it.
If it's on private property such as a house, shop, office, factory, fence or letter box, the property owner is responsible for removal. If you have a Pensioner Concession Card holder and are unable to remove yourself, we can help.
There are also some other authorities responsible for graffiti removal:
- Telstra - telephone boxes, pillars, cabinets and exchange buildings
- City West Water - fire hydrants
- Australia Post - post boxes, green distribution boxes
- Jemena - electricity poles, pillars/units, substations
- VicRoads - traffic signals, traffic light poles
Syringes
Syringe container
The syringe disposal chute at the Civic Centre on Kellaway Avenue is open from Monday to Friday 9am to 4pm for container disposal.
Syringe containers can be collected from the Civic Centre during business hours 9am to 4pm, Monday to Friday.
If the Civic Centre is closed, you can also dispose of syringe containers at some local pharmacies.
Personal care and body art businesses registered with Council can purchase containers under the Public Health and Wellbeing Act.

Street cleaning in our neighbourhood
Our experienced street sweeping team conduct 2 shifts every day (morning shift and night shift) on a 6-7-week cycle. Every cycle will cover the entire municipality.
Public bins on streets of Moonee Valley
Street bins are placed in main shopping strips around the Valley for your use. However, if you see an overflowing bin, please do not force your litter into the bin. Litter can easily be taken by the wind eventually contaminating our waterways.
Autumn sweeping - leaf season!
The falling leaves are a beautiful part of the autumnal season, but without adequate attention will block our drains and waterways!
Our sweeping team regularly cleans streets across Moonee Valley. Please be mindful that parked cars and bins in our streets may make it challenging to collect every corner of our streets. We appreciate your patience and understanding.
If you've got some fallen leaves in your backyard or driveway, you can dispose of them in your green FOGO bin, or better yet, pop them into your compost bin to nourish your garden.
