Waste options for businesses

While most businesses have private contracts (their kerbside waste quantities are high), Council does offer a limited service to businesses. Moonee Valley businesses can request one red-lid landfill and one yellow-lid recycling bin.

Use this form to apply for a landfill and or recycling bin(s) for a commercial business. Please note that you can only apply for one of each landfill and recycling bins for your business.

Skip bins


You need a permit to place a skip container on the roadway in Moonee Valley.

Permit fees to be paid at the online application process are:

  • $105.15 for 1-7 days

Permits can only be issued to Council-accredited contractors.

Private waste collector permit

Moonee Ponds Activity Centre is undergoing rapid change with development. In order to collect data to inform our traffic strategies and better our traffic and amenity outcomes we require all private waste collectors hold a current permit.

Permits are free and valid for 12 months.

  • Only use equipment and trucks that are branded and comply with the requirements of VicRoads and the Australian Design Rules.
  • Keep an up-to-date bin database to track bin ownership. Each bin must have a unique identifiable number.
  • Label all bins/carts with the waste company name, address, phone number and collection frequency details. Unidentifiable bins will be removed.
  • Label all trucks with the waste company name and address within designated areas. Only collect waste between 6am and 11pm unless otherwise instructed by Moonee Valley City Council.

Any company collecting waste or recycling from the central city without a valid permit may be fined up to $2,000 for each offence.

You must maintain a database with the following information for every bin collected:

  • a unique identifiable number (e.g. a serial number hot stamped on the bin)
  • the location where the bin is placed for collection
  • the name, address and telephone number of the business which uses the bin
  • the size of the bin
  • whether the bin is for garbage or recycling.

The database is to make sure your company has accurate information about all your bins in case there is an issue which needs to be followed up.

Moonee Valley City Council may request that you voluntarily provide us with the total amount of bins you collect within the permit zone. This is not mandatory. You will be expected to have accurate and up-to-date details in case there are amenity issues within the permit zone.

Waste Management Plans for new developments

  • The approval of a Waste Management Plan (WMP) is often a condition of a planning permit.
  • Most Moonee Valley developments comprised of 4 or more residential dwellings require an approved WMP.
  • WMPs ensure that waste management arrangements don’t adversely affect traffic or generate litter, noise and odours.
  • WMPs also ensure new developments recycle as much as possible.
