Newmarket Local Area Traffic Management study
Following consideration and analysis of all community feedback on the draft Local Area Traffic Management (LATM) plans, Council adopted the LATM study across two Council meetings. You can read the Council reports on our Council meetings page.

Council resolved to:
Note the traffic and parking management feedback raised in the Newmarket Local Area Traffic Management (LATM) precinct by the local community.
Adopt the final Traffic Management Plan for the Newmarket precinct for implementation.
Conduct further community consultation with impacted residents on the Parking Management Plan specifically regarding:
- those items which have been amended since the draft Parking Management Plan was distributed
- Victoria St, noting the pressure on residential parking resulting from local construction and changes to car parking availability for residents of the Flemington housing estate
Proceed with the recommended parking changes to Clarence St ahead of the spring events season.
Request a report back to Council by May 2025 that provides advice to Council on:
- further traffic measures to improve safety for pedestrians and cyclists including: potential 30km/h zones, 20km/h shared zones in Flemington, reduced speeds on Ascot Vale Rd south of Maribyrnong Rd, and cycling connections such as between Queens Ave and Middle St, Ascot Vale;
- increasing to 15 the daily parking permits included in the Temporary Parking Permit packs available particularly for people living within the Event Area surrounding the Royal Melbourne Showground and Flemington Racecourse; and
- the management of commuter parking.
Refer the costs associated with the implementation of significant elements of the Traffic Management Plan for the Newmarket precinct to the Long-Term Capital Works Program.
Note that owners and occupiers within the Newmarket LATM precinct will be advised of the outcome of this report.

Council resolved to:
Note the feedback raised by those owners and occupiers directly impacted by the proposed changes in the various versions of the Parking Management Plan.
Adopt the final Parking Management Plan for the Newmarket precinct for implementation with the following amendments:
Note that owners and occupiers within the Local Area Traffic Management - Newmarket precinct will be advised of the outcome of this report.
- Implement a 12-month trial of 4 hr parking restrictions on the northern side of Farnham Street between Farnham Court and Wellington Street, with Councillors to be informed of the outcomes of the trial at its conclusion.
- No changes to Lee Street, however this will also be reviewed at the conclusion of the Farnham Street trial.
- Implement a 12-month trial of permit parking from 5pm to 7am on the western side of Victoria Street from High Street to Racecourse Road, with Councillors to be informed of the outcomes of the trial at its conclusion.
- Retain two-way cycling access along the length of Victoria Street;
- Implement a 12-month trial of 2-hour parking on non-event days on the eastern side of Glance Street, with Councillors to be informed of the outcomes of the trial at its conclusion.
- Implement a 12-month trial of 2-hour parking on non-event days on the western side of Crown Street, with Councillors to be informed of the outcomes of the trial at its conclusion.
- Conduct further consultation and investigations to consider 2-hour parking in Bryant Street and 4-hour parking in High Street and inform Councillors of the outcome.
- Request an investigation into the safety of the pedestrian crossings in Kent Street and how the sightlines can be improved so that approaching vehicles can see pedestrians waiting to cross – particularly children, as well as traffic management in Burton Crescent;
- Request an investigation into closing Edinburgh Street and Crown Street to non-local traffic during major events to prevent parking and cut-through traffic;
- Request an investigation, in collaboration with the City of Melbourne and VicRoads, into the provision of a crossing supervisor at the intersection of Smithfield and Racecourse Roads, or another appropriate crossing point on Racecourse Road, as well as any additional safety measures at this intersection;
- Request a review of the location of the postal stopping space and post-box on Racecourse Road to avoid the interference with footpath trading;
- Write to the Department of Transport and Planning requesting further improvements to cycling infrastructure between Middle Street and Queens Avenue on the eastern side of Ascot Vale Road;
- Write to the Department of Transport and Planning requesting urgent improvements to the tram stop on the southern side of Racecourse Road as part of the Improvement Plan.
Investigate the feasibility of introducing a 30km/h speed zone in the Newmarket precinct with the Department of Transport and Planning, noting that this would initially be on a trial basis, and inform Councillors of the outcome.
Note that the Event Permit (currently only issued to businesses) is to be expanded under a trial, to residents living within the Event Permit Area, to determine its effectiveness, and inform Councillors of the outcome.
