Travancore Local Area Traffic Management study
Following consideration and analysis of all community feedback on the draft Local Area Traffic Management (LATM) plans, Council adopted the Travancore LATM study on 26 Tuesday, September 2023 and resolved to do the following:
- Note the traffic and parking management issues raised in the Travancore Local Area Traffic Management (LATM) precinct by the local community.
- Adopt the Final Traffic Management Plan and Final Parking Management Plan for the Travancore precinct for implementation.
- Refer the costs associated with implementation of the Traffic and Parking Management Plans for the Travancore Precinct to the Capital Works Program.
- Write to the Department of Transport and Planning advocating for the recommended treatments on the arterial road network.
- Note the owners and occupiers within the Travancore LATM precinct will be advised of the outcome of this report.
The resulting traffic and parking management plans recommend works which aim to improve traffic conditions, parking and road safety in local streets. Residents and traders are contacted before these works take place.
LATM study process
Local Area Traffic Management (LATM) is a study process which:
- investigates traffic and parking conditions in local streets and areas
- involves the community in identifying issues and developing solutions
- considers the impacts of traffic management on an area-wide basis
- aims to improve the residential environment
LATM recognises that streets serve many functions, such as:
- providing for vehicle and pedestrian access to properties
- providing for the movement of vehicles within and through an area
- providing space for social interaction within a neighbourhood
- providing access for emergency and service vehicles
- providing access for emergency and service vehicles
Traffic management component
The LATM study process is an approach to traffic planning that looks at the total effect of traffic management in a local area rather than in isolated locations.
The Draft Traffic Management Plan (pdf, 695KB) sets out items which are designed to address the traffic issues identified by the community and the consultant’s engineering investigations. The Plan was circulated to all properties in the study area for community feedback.
The community response to the draft plan was reviewed, and the plan amended as necessary, prior to presenting the Final Traffic Management Plan to Council.
Parking management component
The parking management component of the study involves the collection of detailed parking occupancy data across the whole study area. Using the parking occupancy data, the streets where parking changes are warranted are determined based on our Parking Demand Management Framework. Our Kerbside Road Space User Hierarchy is then used to determine appropriate parking restrictions for each street.
The Draft Parking Management Plan (pdf, 837KB) set outs proposed changes to parking restrictions throughout the study area.
The plan was circulated to all properties in the study area for community feedback.
Those properties directly affected by the proposed on-street parking changes received a separate parking circular, providing extra detail of the changes near their property.
The community response to the proposals was reviewed, and the plan amended as necessary, prior to presenting the Final Parking Management Plan to Council.
