MEDIA RELEASE: Have your say on Council’s draft budget and priority initiatives

A $50-million capital works program and $220.96 million to deliver critical community services are the core items in the Moonee Valley Council’s draft budget for 2024/25.
With the draft budget endorsed at Tuesday’s meeting of Council, community feedback is now invited to help shape the final budget.
Along with the budget of capital works projects and services, Council also seeks feedback on draft Council Plan Initiatives for 2024/25. The 31 initiatives are the priority items Council will deliver in the coming year and contribute toward the overall delivery of the current four-year Council Plan and Health Plan (2021-25), said Moonee Valley Mayor, Cr Pierce Tyson.
“We’re responsible for 26 community services, and up to 120 sub-services, as well as improving and maintaining infrastructure, so we encourage feedback from residents and community groups as to how funding should be allocated,” Mayor Tyson said.
“Our community are our eyes and ears on the ground. Everyone can play a part in solving the challenges and building a future with more opportunities for generations to come.”
Key budget highlights across Moonee Valley include:
- Clifton Park pavilion upgrade ($6.15 million)
- Buckley Park Bowling Green #3 – new lighting ($175,000)
- Ascot Vale Library redevelopment ($1.58 million)
- Hockey Lane – public lighting upgrade ($525,000)
- Essendon Rowing Club – female change room upgrade ($969,000)
- Doyle Street Reserve – sports field renewal ($2.50 million) and lighting upgrades ($615,000)
- Bowes Avenue Netball courts – surface renewal design ($100,000)
Among the Council Plan Initiatives for 2024/25 are:
- the redevelopment of Moonee Valley kindergartens and maternal child health
- delivery of the ‘Let’s Go Zero’ program to help the community reduce their carbon emissions
- a program of arts activations in activity centres to enliven precincts and encourage the night-time economy
- the implementation of the Open Space Strategy to support improvement of Council’s open spaces encouragement of walking and cycling via improvements to shared paths.
Mayor Tyson said the budget aimed to deliver projects of most importance to the community, during a time of high financial stress for many.
“We recognise the impact of the cost-of-living crisis, so we have been mindful to allocate resources in a way that ensures vital services are accessible to all, particularly those who need it most,” Mayor Tyson said.
“We’re closing out the Council term with a set of solid finances, impressively high capital works delivery and a long-term plan for our community.”

Following the consultation and review period, the budget is scheduled for adoption on 25 June 2024.
