About the project
Following many years of being used as a plant nursery, the site has been returned to Council for public open space. The master plan will guide design, development and management of the open space for the next 15 years.

Final master plan
The Nursery Corner Reserve Master Plan 2023-2038 was endorsed by Council on Tuesday, 11 July 2023, based on the Council resolution to maintain the existing community facilities, access roadway and parking area in their current form.
This has been captured and is reflected in the below final endorsed master plan for Nursery Corner Reserve:
Note, the master plan does not include a toilet within the reserve itself, as the reserve is considerably lower than street level and separated/concealed by residential lots. The principles of Crime Prevention Through Environmental Design (CPTED) suggest that a public toilet located within this reserve would be problematic. Furthermore, co-location of a public toilet within the existing facility building was explored, however it was not found to be feasible.
However, Council has been undertaking a municipal-wide assessment of public toilets in Moonee Valley, which looks at identified needs and principles (safety/access/health/sustainability/gender) to guide where facilities should be located. This particular area has been referred to in that project for consideration.
In addition, separate to this master plan, an independent feasibility study is underway (in 2023/24) to assess this specific area, which will confirm whether a public toilet can be located within walking distance of Nursery Corner Reserve.
