June 2020 update
On 19 June 2020, Amendment C193moon was gazetted to the Planning Scheme. This means that our Planning Scheme now reflects the key directions of MV2040 and we continue our work towards our shared community vision of a healthy city. May 2020 update
On 18 May 2020, the Minister for Planning approved Amendment C193moon to the Moonee Valley Planning Scheme. In his approval letter, the Minister for Planning acknowledged the following:
“I would like to thank the council for its close collaboration with the Department of Environment, Land, Water and Planning (DELWP) on this amendment and recognise the efforts in achieving a translation of the Local Planning Policy Framework into the new Planning Policy Framework format. Moonee Valley is the first metropolitan council and only the third council in Victoria to achieve this milestone.”
August 2019 update
At its Ordinary Meeting held 27 August 2019, Councillors resolved to adopt Amendment C193moon and submit amendment to the Minister for Planning for approval.

July 2019 update
A Directions Hearing was held on 7 June 2019.
A Panel Hearing has now been scheduled for 10:00 am Monday 15 July and 10:00 am Tuesday 16 July 2019 at Council Chambers, 9 Kellaway Avenue, Moonee Ponds. A copy of Panel Hearing Timetable can be found here.

May 2019 update
The public exhibition closed Friday, 3 May 2019. Amendment C193moon received 15 submissions.
Council resolved at its meeting on 26 June 2018 to refer all unresolved submissions to an independent Planning Panel. Council has considered all submissions and has formally appointed an independent Planning Panel to review the amendment. At this stage, the following dates have been scheduled:
- Directions Hearing for the week commencing 3 June 2019
- Panel Hearing for the week commencing 15 July 2019
Submitters will be contacted by Planning Panels Victoria (PPV) directly to confirm the dates and advise of their opportunity to be heard.
March 2019 update
Amendment C193moon is on exhibition from 28 March to 3 May 2019 and we are calling for submissions.
Since October 2018, Council has worked closely with DELWP to ensure Amendment C193moon complies the new Planning Scheme structure introduced by Amendment VC148. Amendment C193moon proposes to implement the findings of the Moonee Valley Planning Scheme Review 2018 and the land use and development directions of the MV2040 Strategy 2018, by replacing the Municipal Strategic Statement (MSS) at Clause 21 and Local Planning Policies at Clause 22 of the Moonee Valley Planning Scheme with a Municipal Planning Strategy and local policies within the Planning Policy Framework.

October 2018 update
On 26 October, the Minister for Planning provided authorisation to prepare the Amendment subject to conditions. These conditions include:
- ensuring local content is compliant with the State reforms brought on by Amendment VC148 which introduced an integrated Planning Policy Framework to all planning schemes in Victoria; and
- updating all amendment documentation to reflect the amendment number 'C193moon'
The Department of Environment, Land, Water and Planning (DELWP) have released Planning Advisory Note 71 (pdf) and Planning Advisory Note 72 (pdf) to provide more information about Amendment VC148 and what this means for all councils.
June 2018 update
The Moonee Valley Planning Scheme Review (PDF, 2.26MB) (Accessible word docx, 1.71MB)concluded that the current Municipal Strategic Statement (MSS) does not adequately represent the vision, key issues, opportunities or strategic directions for the municipality. This is based on the direction articulated by the MV2040 Strategy - Council's long-term 'umbrella' strategy that will guide future work. The review also noted that the current content of the MSS is in many cases outdated, poorly phrased or a duplicate of State Government policy. The key recommendation was to comprehensively re-write the MSS to align with the MV2040 Strategy. The review also identified a number of technical deficiencies regarding the zones, overlays and schedules, all of which will be addressed in separate planning scheme amendments.
On Tuesday, 26 June 2018, Council adopted the Moonee Valley Planning Scheme Review report. At this meeting, Council also resolved to undertake Amendment C195.
Amendment C195 includes:
- A new MSS that has been developed based on the recommendations of the Planning Scheme Review Report and to align with the MV2040 Strategy
- A new Clause 22.06 - Environmental Sustainable Development.
