What you need to know
On 25 February 2014, we resolved to seek ministerial authorisation to prepare Amendment C140 to the Moonee Valley Planning Scheme.
The amendment proposes to implement the findings of the Moonee Valley Gaming Policy - Reference Document (2014) by:
- introducing a new Local Planning Policy for Gaming at Clause 22.05 (Word) of the Moonee Valley Planning Scheme.
- making changes to Clause 21.07 (Word) of the Municipal Strategic Statement (MSS) through the inclusion of new strategies and objectives for electronic gaming machines.
- including the Moonee Valley City Council Electronic Gaming machine Gambling Background Paper (2012) (PDF) and Moonee Valley Gaming Policy - Reference Document (2014) (PDF) as reference documents in Clause 22.05-6.
The Gaming Policy provides additional guidance for an application to install or use a gaming machine or use land for gaming. The Policy takes into account specific characteristics of the local community to guide the location of gaming machines to appropriate areas, sites and venues.

Consultation on the amendment closed on 6 June 2014.
On 26 August 2014, Council resolved to adopt Amendment C140 (PDF). The amendment has now been sent to the Minister for Planning for approval.
Update (January 2015):
The Minister for Planning approved Amendment C140 to the Moonee Valley Planning Scheme in January 2015. For further details, see the Amendment C140 page at Planning Schemes Online.
Update (June 2020):
Due to changes in the formatting of the Moonee Valley Planning Scheme implemented through Amendment C193, Council's gaming policy is now located in the schedule to clause 52.28 of the Moonee Valley Planning Scheme.
