What you need to know
Melbourne Water has requested that we undertake a planning scheme amendment to update the land Subject to Inundation Overlay (LSIO) and Special Building Overlay (SBO).
The LSIO and SBO aim to ensure land subject to flooding and overland flow is developed in a way that minimises the risk of damage to properties.
Melbourne Water has developed advanced methods of mapping and modelling to determine land susceptible to flooding.
The update of the existing LSIO and SBO boundaries will ensure that drainage issues are accurately identified at an early stage in the development process through the Moonee Valley Planning Scheme.

July 2016 Update
The Minister for Planning has approved Amendment C151 which will come into affect when notice is issued in the Government Gazette.
February 2016 Update
On 23 February 2016, Council resolved to formally adopt Amendment C151. The amendment has now been sent to the Minister for Planning for approval.
November 2015 Update
Following a review of submissions received during the exhibition period Planning Panels Victoria recommends that Amendment C151 be adopted including minor post exhibition changes. See Panel Report for Amendment C151 dated 30 November 2015 for further information.
