Amendments C195 – 89 Glass Street, Essendon

The property at 89 Glass Street, Essendon has been assessed as having local historic and aesthetic significance to the City of Moonee Valley. It is significant for the evidence it provides as an intact example of the interwar (Old English) residential phase of development of the suburb. The key elements of the site that contribute to the significance include the substantial front setback, the landscaped setting and the original form, materials and detailing of the house, garage and fencing.

The amendment will apply the Heritage Overlay to ensure that any future use, development or subdivision of the land is considered having regard to the purpose and decision guidelines of the Heritage Overlay at Clause 43.01 and the integrated heritage policy contained at Clause 15.03 of the Moonee Valley Planning Scheme.

March 2019 update

At the Ordinary Meeting on 12 March 2019 Council resolved to, amongst other things, note the Planning Panel’s recommendations and abandon Amendment C195moon. Subsequently, the Minister for Planning will be advised in writing of Council’s decision.

January 2019 update

At the Ordinary Meeting on 29 January 2019, Council moved an alternate motion to:

  • Request the CEO to write to the Minister of Planning, highlighting concerns the Panel for Amendment C195 had regarding the ineffectiveness of protection of 89 Glass Street, requesting the Minister consider opportunities to improve effective protection through the interim heritage controls.
  • Obtain a report on the estimated cost of restoring the property to the condition it was in prior to the amendments to its exterior made in 2018.
  • Bring a further report to a future Ordinary Council Meeting in relation to this matter.

December 2018 update

The Panel Report was received on 17 December 2018. A report will go to Council on 29 January 2019 to consider the recommendations of the Planning Report (pdf, 1.08MB).

October 2018 update

A Direction Hearing was held on 22 October. The Public Hearing is due to take place on 19 November.

September 2018 update

The exhibition period closed Thursday, 6 September. Amendment C195 received one submission opposing the proposed permanent heritage overlay. Council officers were unable to resolve this submission and on 24 September, Council formally requested Planning Panels Victoria (PPV) appoint a panel.

August 2018 update

Amendment C195 will be exhibited in the Government Gazette on 9 August 2018.

July 2018 update

Council’s application for authorisation to prepare Amendment C195 to the Moonee Valley Planning Scheme was approved by the Minister for Planning on 17 July 2018.

June 2018 update

At its Ordinary Meeting on 26 June 2018, Council resolved to seek authorisation from the Minister for Planning to prepare and exhibit Amendment C195. The amendment seeks to apply the Heritage Overlay (H0450) to 89 Glass Street, Essendon on a permanent basis.
