Protection of your right to privacy
Moonee Valley City Council (Council) is committed to the protection of your right to privacy. We collect, use and disclose personal information in accordance with the Privacy and Data Protection Act 2014, the Health Records Act 2001 and other applicable legislation.
Under the Privacy and Data Protection Act 2014, Council has obligations in relation to how we collect, store, use and access personal information you provide to us.
Council is required to set out in a document clearly expressed policies on its management of personal information. Council has endorsed an Information Privacy Policy based on the 10 information privacy principles , which regulate the handling of information. This policy document must be made available to anyone who asks for it.
If you believe Council has breached the Information Privacy Principles, please contact our Privacy Officer on 9243 8888 or email privacy@mvcc.vic.gov.au.
You may also contact the Office of the Victorian Information Commissioner (OVIC) to make a complaint concerning the handling of your personal information by Council.

The Privacy and Data Protection Act 2014 covers Councillors as well as all employees of Council. Non-government organisations that work for us under contract may also be obliged to comply, depending on the contract.
A person is entitled to seek correction or amendment of a document containing their personal affairs information or health information, where they believe the information is inaccurate, incomplete, out of date or would give a misleading impression. All requests for amendments are administrated under the Freedom of Information Act 1982 and Council will take reasonable steps to ensure that information held by us is correct.

- clearly detail the matters in respect of which the person making the request believes the personal affairs information is inaccurate, incomplete, out of date or misleading
- clearly detail the amendments the person wishes to be made.
We are committed to safeguarding our systems, data, and community from cyber threats. Council follows best-practice frameworks, including strong access controls, security monitoring, and incident response planning.
Under the Victorian Protective Data Security Framework, we submit a Protective Data Security Plan (PDSP) every 2 years to the Office of the Victorian Information Commissioner, outlining how we protect information assets and manage risks.
Council is also implementing the Australian Cyber Security Centre’s Essential Eight strategies to strengthen resilience and reduce the risk of compromise.

Emerging technologies such as artificial intelligence (AI), automation, advanced data analytics and digital platforms offer opportunities to enhance efficiency, support evidence-based decision making and deliver better experiences for our community. To ensure these technologies are introduced responsibly, our approach is guided by strong governance, transparency, privacy protections and ethical use.
We are committed to ongoing innovation while ensuring that all technologies are assessed to confirm they align with Council policy, appropriately manage risk and maintain public trust.
Council recognises the potential of artificial intelligence (AI) to enhance the way we work. In adopting AI technologies, we are committed to upholding high standards of transparency, risk management and governance to ensure responsible and ethical use.
Council follows Australia’s AI Ethics Principles and the Australian Government Digital Transformation Agency’s Policy for the responsible use of AI in government , demonstrating our commitment to privacy, security and ethical practice.

Important note: AI tools used by Council always involve staff oversight. A staff member checks, verifies and amends all AI‑generated outputs. Where something is generated entirely by AI, we will let you know.

Smart City Initiative
We are committed to creating a more liveable, sustainable and efficient place for everyone. As part of our Smart City Initiative, Council is deploying sensors across key public spaces to better understand how our community uses these areas. These sensors provide valuable and anonymous data that help us make informed decisions to improve services, optimise resources and plan for the future.
The Smart City Initiative is all about creating a better Moonee Valley for everyone. Here’s how it will make a difference in real life:
- Keeping our community sustainable and clean: For example, by using sensors to monitor bin usage in parks, we can improve waste management and ensure cleaner parks.
- Enhancing safety, accessibility, and functionality of public spaces: Imagine well-lit footpaths that adjust brightness based on activity, making it safer to walk at night, or real-time parking information to save you time when visiting local shops.
- Helping Council make data-driven decisions: For instance, tracking how often playgrounds or sports facilities are used can guide upgrades and new projects to where they’re needed most.
- Ensuring decisions and initiatives work as expected: If we implement a new pedestrian crossing system, we can use data to confirm whether it’s improving traffic flow and safety, making adjustments if necessary.
Sensors are like the city’s little helpers! They’re devices that gather insights about the world around us, helping us understand and improve our environment.
In Moonee Valley, sensors play a big role in making our city better. For example, they can:
- show how trees cool the area around them, helping with sustainability and making our city greener
- tell us when places are busiest, so we can plan and manage public spaces for everyone’s comfort
- let us know when bins are full, improving waste collection and keeping our streets clean
- alert us when public toilets need cleaning, ensuring facilities are fresh and ready for use
- tell us if assets we've installed (e.g. bike racks, paths, green spaces) are being used.
With sensors, we can work smarter to create a cleaner, safer and more sustainable Moonee Valley!
We collect data to help design and maintain our city spaces in ways that truly meet the needs of our community. With new technologies, we now have more opportunities than ever to use sensor data to make informed decisions.
This data allows us to:
- understand how spaces are used, so we can improve them to better suit residents and visitors
- identify and solve issues faster, like fixing poorly lit areas or improving traffic flow
- plan for the future with insights that guide sustainable growth and smarter investments.
By using this information wisely, we ensure our city remains a vibrant, accessible, and welcoming place for everyone.
We understand that privacy is important to you, and we’re committed to protecting it. Here’s how we ensure your privacy is respected:
- No personal or identifiable information is ever collected.
- No recording or storage of video footage. While some sensors may look like cameras, they are not CCTV cameras. These “smart cameras” are designed to count things like cars, bikes, trams or pedestrians. They send only the count to Council - no video footage is ever recorded or stored.
- All information collected is anonymous and aggregated.
- The insights we gather are used solely for analysis and planning purposes to improve our city.

The information collected by sensors is sent securely to Moonee Valley City Council and viewed through a dashboard. These dashboards make it easy for us to quickly access insights, helping us make informed decisions to improve our city.

Object detection – Assist with understanding of how road and pedestrian use this intersection. It will also provide better insight on how to make our roads more usable and safer for our community.
