Your rates are at work every day in Moonee Valley. Every dollar helps us deliver hundreds of essential community services, as well as maintaining infrastructure such as roads, footpaths, parks, gardens, libraries and sports facilities.

How do I pay?

Do things your way. There are a number of ways you can pay online, over the phone or in person. Check out the options below.

Direct Debit (Monthly)

Sign up for 10 x monthly direct debits from your bank account in three easy steps.

  1. Follow the link to login or register for an online payment account to access Direct Debit.
  2. Wait for your registration to be confirmed. This may take up to two business days to process. Council Officers might contact you during this time to check your details.
  3. After receiving your account confirmation, login to your account and follow the prompts to setup Direct Debit rates payments for your property. 
  4. Once the annual Direct Debit has been approved and commenced monthly, Council will automatically renew the payment schedule each proceeding financial period. Should you wish to cancel an approved ongoing Direct Debit schedule, please notify Council in writing to cancel or alternatively you may wish to manage your account and cancel the scheduled payments online.

ePathway online

Follow the link to our online payment system. Select payments, followed by new payment and then scroll to select rates. Enter your rates assessment number and follow prompts to complete your payment. VISA and MasterCard accepted.

Post Billpay

Pay in-store at an Australia Post outlet, online at auspost.com.au/postbillpay or by phone 13 18 16.

Cash, Cheque, EFTPOS and Credit Cards accepted (including Diners and Amex).

Pay via @eNotices: 

Visit mooneevalley.enotices.com.au and login to pay your notice online. Alternatively, you can click the make a payment link from the email delivering your notice.

BPAY®

Pay BPAY bill via your mobile or internet banking. Alternatively, phone your participating bank, credit union or building society to make a BPAY payment directly from your cheque, savings or credit card.

Pay in person at the Civic Centre

Pay with cash, cheque or EFTPOS (Cheque, Savings or Credit Card) at the Moonee Valley Civic Centre, 9 Kellaway Avenue, Moonee Ponds. Open Monday to Friday, 9am to 4pm. Cheques payable to Moonee Valley City Council. VISA and MasterCard accepted. 

Pay via post

Detach payment slip on your rates notice at the dotted line and mail with cheque to: Moonee Valley City Council, PO Box 126, Moonee Ponds VIC 3039.

When are my rates due?

You don't need to pay your annual rates amount in full straight away. Here are your options to pay smaller amounts more often:

Due dates if you are paying in four instalments:

  • First instalment is due: 30 September 2024
  • Second instalment is due: 30 November 2024
  • Third instalment is due: 28 February 2025
  • Final instalment is due: 31 May 2025

Due dates if you are paying via Direct Debit:

  • 10 x monthly repayments, on the 20th of each month.
  • First repayment, 20 September 2024
  • You can switch to Direct Debit at any time.

We have a number of different rates payment plan options available to suit your needs. Whether it's weekly, fortnightly or monthly, we can tailor a solution to your individual circumstances. We invite any residents experiencing difficulties to complete the online payment plan application form below or call Council on 9243 8888 to discuss how we can help you find the right support.

Order a copy of your rates notice

You can order a copy of a previous rates notice if you are:

  • the registered owner of the property of the year you are requesting.
  • a property manager who has authorisation on the property.
  • an authorised person as information previously provided to Council.

Fees

  • Rates notice (current financial year): no charge.
  • Rates notice (previous financial years): $23.10 per notice.

To protect your privacy, we cannot send a copy of a rates notice to anyone other than who it was sent to originally.

3 step process to be able to order copy notices:

  1. Follow the link to log in or should you need to register for online access.
  2. If you are a new registered user, wait for your registration to be confirmed. This may take up to two business days to process. Council Officers might contact you during this time to check your details.
  3. After receiving your new account confirmation, log in to your account and follow the link to request any of the previous rates notice for your property.

Alternatively, sign up to eNotice to receive your notices via email (Refer to your most recent notice). Previous notice can be accessed via eNotice portal from 2017 onwards at any time at no cost. Please note: eNotice can only be accessed if you are the current owner of the property. Previous owner/s will be required to apply online and pay the fee.

Can I claim a pensioner rebate?

From 1 July 2024 the maximum annual municipal rates concession amount will be $259.50 and Fire Services Property Levy rebate $50. Council provide an additional $20 for each eligible pension application (one per household maximum).

You may be entitled to a pension rebate if you hold either of:

  • Pensioner Concession Card (PCC)
  • Veterans' Affairs Gold Card (given for TPI, War Widow, EDA or POW)

To claim, complete a Municipal Rates Concession Application Form and make sure:

  • the name and address on the card are the same as on your application form.
  • the property listed in your application is your primary place of residence
  • you supply a photocopy of your card, front and back.

What happens if my rates are overdue?

Overdue rates and charges attract penalty interest from the due date of the unpaid instalment and only for the instalment amount that was due. Penalty interest is charged at 10 per cent per annum as fixed under the Penalty Interest Rate Act 1983.

Interest will be charged on all outstanding rates and charges if not paid by the instalment due dates, without exception. Interest will be charged at 10 per cent per annum as fixed under the Penalty Interest Rate Act 1983.

We will consider requests to have interest waived if there are exceptional circumstances involved. To request this, please write to us stating why the interest should be waived and include any documentation that supports this.

We cannot accept postal delays or non-receipt of rates notice as a reason for us to waive the interest. It is a ratepayer's responsibility to make sure that rates are paid on time.

We are still following up outstanding rates and charges from 2023/2024. Late or non-payments still accrue interest and if you have not paid your rates, you may be liable for further legal action. A warning notice about arrears is specified on your annual rate notice.

We will refer ratepayers who have not paid their rates in full, and who have not contacted us to make an arrangement, to our Debt Collection Company to recover the amounts owing.

If you have received a letter from our solicitors, ML&C Collections, please respond as soon as possible to avoid legal action. As the ratepayer you will be responsible for payment of any additional charges incurred.

Financial Hardship Guidelines

Council recognises there are people in the community who face financial hardship. Our Financial Hardship Guideline is aimed to support Moonee Valley ratepayers facing genuine financial hardship and is available all year round. It does not cover businesses, corporations or investment properties and there are different ways for individuals to access the program. Assistance can only be granted to individuals experiencing financial hardship for payment of rates on their principal place of residence.

Individuals that require assistance should complete the Financial Hardship Assistance form and send to council@mvcc.vic.gov.au. Revaluations

What are revaluations used for?

House valuations help determine how much of the rates revenue you pay compared to others. That way, everyone pays their fair share.

Valuations are performed annually by the Valuer General to reflect your property's current market value as at 1 January. They analyse property sales and rental advice.

House prices have no impact on the rates revenue that Council collects, as this is capped at a 2.75 per cent increase from last year. No matter what property values do, we only collect the amount of money in rates we determined when the budget was adopted.

How do I object to my valuation?

Ratepayers have a right under section 16,17 & 18 of the Valuation Act 1960 to object to the property valuation. Any objections must be lodged within 2 (two) months of the rate notice being issued. Should you wish to formally object to the valuation, you may do so by visiting the Valuer-General Victoria (VGV) online portal and submitting your application for review.

How do I get a land information certificate?

Apply for a land information certificate online. 

The cost of Land Information Certificates is Standard $29.70 and Priority $64.05.

Rates charges

The rate or charge indicated in your rate notice is typically made up of the following four elements:

  • General Rate: A rate based on the value of your land and building(s). This value is known as Capital Improved Value (CIV). We may charge a differential rate for similar types of properties.
  • Municipal Charge: A charge applied to every rateable assessment in the City of Moonee Valley, including vacant land. This charge covers some of our administrative costs.
  • Garbage charge: Your household bin system is now transitioned into the new 3 bin system, including landfill, recycling and FOGO. If you currently have your garbage collected by a private company you will not be charged the garbage charge.
  • Non-Residential Vacant Land Properties: In the 2016/17 budget Council made the decision to remove the Non-Residential Vacant Land Properties and instead include them within the Non-Residential Properties differential. The category was first established to discourage land banking however, very few properties have fallen within it for more than a two year period.
  • Food Organics and Garden Organics (FOGO) service: From July 2024, green FOGO bin charge will be incorporated into the annual garbage charge. Additional green FOGO bin can be applied with a fee. Fire services levy

Your rates include the Victorian Government’s Fire Services Property Levy. All revenue collected goes directly to the State Government to help support Victoria’s fire services.

The Fire Services Property Levy includes a fixed component of $132 for residential properties and $267 for non-residential properties, plus a variable component calculated as a percentage of your capital improved value (CIV).

What is rate capping?

Each year the Minister for Local Government sets the rate cap amount based on the forecast Consumer Price Index (CPI) and advice from the Essential Services Commission (ESC).  For the 2024-25 financial year, the Minister has set the rate cap at 2.75 per cent.

The rate cap applies to the council’s total rate revenue only - not individual properties. Individual rates bills may increase or decrease by more (or less) than the capped rise amount due to their valuation movements.

Only the general rate and municipal charges part of a rates bill are subject to the cap. Other parts, such as waste charges and other user fees and levies, remain uncapped.
