Your rates are at work every day in Moonee Valley. Every dollar helps us deliver hundreds of essential community services, as well as maintaining infrastructure such as roads, footpaths, parks, gardens, libraries and sports facilities.

Payment plan information

Council offers a range of flexible rates payment plan options to accommodate your individual needs. Whether you prefer weekly, fortnightly, or monthly payments, we can tailor a solution to suit your circumstances.

Please note that payment arrangements expire on 30 September each year. If you currently have a payment arrangement in place, you will need to apply for a new arrangement in September.

Overdue rates

Overdue rates and charges attract penalty interest from the due date of the unpaid instalment and only for the instalment amount that was due. Penalty interest is charged at 10% per annum as fixed under the Penalty Interest Rate Act 1983.

Financial Hardship Guidelines

Council recognises there are people in the community who face financial hardship.

Our Financial Hardship Guideline (PDF) is aimed to support Moonee Valley ratepayers facing genuine financial hardship and is available all year round. It does not cover businesses, corporations or investment properties and there are different ways for individuals to access the program. Assistance can only be granted to individuals experiencing financial hardship for payment of rates on their principal place of residence.

Individuals that require assistance should complete the Financial Hardship Assistance form (doc) and send to council@mvcc.vic.gov.au. You can also submit an application via the online form available on Council’s website. If you would like to speak to us prior to making your application, please call us on 03 9243 8888.

Emergency Services and Volunteers Fund (ESVF)

From 1 July 2025, the Fire Services Property Levy (FSPL) was replaced with the Victorian Government’s Emergency Services and Volunteers Fund.

Your rates will include the Emergency Services and Volunteers Fund. All revenue collected goes directly to the State Government to help support Victoria’s fire services.

The Emergency Services and Volunteers Fund (ESVF) includes a fixed component of $139 for residential properties and $282 for non-residential properties, plus a variable component calculated as a percentage of your capital improved value (CIV).

Supplementary rates

A supplementary rates notice may be issued when the value of your property changes after the annual valuation has been completed.

This commonly occurs when changes are made to a property, such as building a new home, completing an extension, demolishing a building or creating new lots through subdivision.

When Council is notified of these changes, the property may receive a supplementary valuation. Once the valuation has been certified by the Valuer-General Victoria, Council is required to update your rates from the date the change took effect and issue a Supplementary rates notice.

This ensures rates are calculated fairly and consistently for all property owners across the municipality.
