A message from Mayor Samantha Byrne

Each year, we sit down to develop our annual budget over many months. It’s a long and complex process, because we want to make sure we get it right. An important part of this is asking the community for their input and feedback. Thank you to the record number of residents who made a submission during the Draft Budget 2022-23 consultation period earlier this year! You play a vital role in helping us to direct funding where it’s needed.

I’m really proud of our Council team for delivering a sensible, balanced budget that safeguards Moonee Valley as a healthy city with accessible, high quality facilities and open spaces.

My top priority as Mayor has been to protect livelihoods throughout the pandemic and continue striving for a more inclusive, sustainable and resilient Moonee Valley.

Despite the popular myth, Council is more than just rates, roads and rubbish.

The budget enables Council to provide vital services to our community. It ensures we can continue to maintain, upgrade and replace ageing infrastructure including sporting precincts, early years facilities, playgrounds, footpaths and roads. It also recognises the importance of our natural environment, with extra funding added to the Community Climate Emissions Reduction Reserve.

Budget highlights include $15.3m to continue construction of the Flemington Community Hub and Debneys Park precinct, a new Maternal Child Health Centre and extensive new sports facilities in Essendon, $1.68m to renew the Keilor Road streetscape in Niddrie and $3m for a new highball stadium and facility relocation design work at Quinn Grove.

We’re also making improvements across the city, including:

  • Planting more trees ($1 million)
  • Community Climate Emissions Reduction Reserve ($700,000)
  • Tennis ($653,000) and cricket ($704,000) infrastructure
  • Playground renewal ($645,000)
  • Local road renewal ($3.9 million)

This year rate rises are capped at 1.75 per cent in line with State Government legislation. We understand that any increase right now might be stressful. This minimal rise is essential to ensure we can continue to provide the services that our community relies on every day.

How does rate capping work?

The Victorian State Government’s rate cap means Council’s total rates revenue can’t go up more than 1.75 per cent from last year. It does not apply to individual notices, so yours may be more or less depending your property valuation.
