Appointment of municipal monitors extended

The Victorian Minister for Local Government, Melissa Horne MP, today announced an extension to the appointments of municipal monitors at the City of Moonee Valley.

The two monitors, Prue Digby and Phillip Carruthers, will now continue at Moonee Valley until 28 February 2025.

The monitors were initially appointed for six-month terms, with terms of reference to advise and provide any relevant assistance and support to Council in relation to the improvement of Council’s governance processes and practices.

Minister Horne in announcing the extension, acknowledged that Council has made progress in improving its governance practices, and advised that work is still required to support good governance while an IBAC investigation is ongoing and to ensure stability during the October 2024 elections.

Since the last Council elections in 2020, 13 Victorian councils have had municipal monitors appointed.

Quotes attributable to City of Moonee Valley Mayor, Cr Pierce Tyson.

“On behalf of Council, I would like to extend my thanks to Ms Digby and Mr Carruthers for the support and guidance they have provided to Council to date, and welcome their continued advice to ensure we are best placed to serve our community and good governance.”

“Moonee Valley supports and recognises that while IBAC conducts their investigations involving four current and former Councillors, it is absolutely prudent and appropriate for municipal monitors to remain.”

“Additionally, I look forward to new Moonee Valley Councillors receiving assistance during the induction process following the 2024 elections.”

“We have been working extremely well with the municipal monitors and this extension would not have been made without an ongoing IBAC investigation. Council has already taken several important steps to drive improved governance.”
