Planning fees
In most cases, Statutory Planning fees can be paid upon lodgement using Moonee Valley City Council’s online application lodgement service. If you require an alternative payment method please make this request in writing to council@mvcc.vic.gov.au with the attention of Statutory Planning department.
Please remember to quote your application reference number and/or the property address when providing payment details to Council.
Fees (apart from exempt applications) must be paid when lodging an application and any application submitted without the prescribed fee will not be registered or considered until we have received full payment.
The statutory fees listed are from the Planning and Environment (Fees) Regulations 2016 and the Subdivision (Fees) Regulations 2016 and are set by the State Government.
Non-statutory fees for photocopying, written enquiries, extensions of time, etc. are set by Moonee Valley City Council.
GST does not apply to statutory fees but applies to all other fees and is inclusive in the listed fees.

Development Contributions Plan
A Development Contributions Plan (DCP) is a mechanism under the Planning and Environment Act 1987 (‘the Act’) to allow local governments to collect levies from development.
The Development Contributions Plan (DCP) applies to the following types of developments:
- an additional dwelling
- an additional building
- an extension to an existing retail, commercial and industrial building.
The DCP is made up of 2 levies - the Development Infrastructure Levy (DIL) and Community Infrastructure Levy (CIL).
Each levy is paid at different stages of the planning and development process.

Upon Submission of your request, a formal assessment and review will be conducted before issuing you with your Development Contribution Invoice.
Please allow up to 7 days for processing.
Payment of CIL is made before a building permit is issued. Non-residential developments do not need to pay the CIL.
The levy is capped by the State Government at $1,346 per dwelling.
Payment of DIL must be made at one of the following 3 stages:
- before a Statement of Compliance is issued
- prior to commencement of works
- if no subdivision or planning permit, then before a building permit is issued.
If you already have existing planning and building permits, completed construction and subdivided your development before February 10, 2022, the DIL and CIL will not apply.
The following developments are exempt:
- minor changes to existing non-residential development of less than 50 sqm net change
- subdivision of existing dwellings
- replacement of a single dwelling
- land developed for a non-government school
- and developed for housing by or for the Department of Health and Human Services, and social housing developments delivered by and for registered housing associations
- use and development subject of an agreement pursuant to section 173 of the Act recorded in dealing number AQ569425F (Moonee Valley Racing Club is subject to its own agreement)
- alterations and additions to an existing building that do not generate a net increase in demand units
- outbuildings and fences normal to a dwelling.

Note: there is an annual indexation of the levy on July 1 each year to reflect inflation.

Frequently asked questions
The Development Contributions Plan (DCP) helps fund two types of infrastructure:
1. Development Infrastructure including:
- community facilities for maternal and child health services and childcare.
- open space improvements such as:
- landscaping
- shared paths
- playgrounds
- recreation equipment
- car parks
- public realm improvements such as footpaths, tree planting and street furniture
- road renewals and upgrades, traffic management devices, walking and cycling paths, pedestrian-operated signals and accessible parking.
2. Community Infrastructure including:
- works for all other buildings or facilities used for community purposes such as community hubs and multi-purpose pavilions.
The DCP includes 556 projects and is anticipated to collect approximately $71 million of the estimated total cost of these projects, which is approximately $381.1 million.
Council will be responsible for delivering these projects through to 2040.

If a planning permit is issued after the approval of the DCP, you will be required to pay the Development Infrastructure Levy.
If you require a building permit and it is issued after the approval of the DCP, you will be required to pay both the Community and Development Infrastructure Levies.
If you amend your planning or building permit you may be required to pay the levies.
All new development proposing to increase the number of dwellings and/or increase leasable commercial, retail or industrial floor area are required to pay the levy.
In these instances both levies are payable before the start of any works.
Moonee Valley has been divided into 18 charge areas (see DCP calculator image). Each charge area attracts an individual levy for the type of development.
The amount a development contributes varies depending on the area where the development is proposed and the type of development (i.e residential, retail, commercial or industrial). The amounts are included in Schedule 1 of the Development Contributions Plan Overlay, Clause 45.06s, of the Moonee Valley Planning Scheme.
The Development Infrastructure Levy is adjusted annually on 1 July by applying the Consumer Price Index (CPI).
The Community Infrastructure Levy is adjusted annually using the Producer Price Index for Non- Residential Building Construction in Victoria.

Alternatively, when you lodge your planning or building permit application, Council will provide you with an indication of the amount that you will need to pay. Confirmation of the exact amount will be provided when the planning or subdivision permit is issued or when a building surveyor is appointed.
