Thumbs up for planning applications
Council gave the green light for Quarter Two Café, on Gladstone Street in Moonee Ponds, to extend its operating hours. The café can now open from: 6am to 9pm on Monday and Wednesday; 7am to 9pm Tuesday and Sunday; 6am to 10pm on Thursday, and 6am to 10.30pm on Fridays and Saturdays. The new set of operating hours follows consultation with community members who objected to an application for even longer hours.
Plans for a four-storey building at 22 Hampton Street, Essendon West, can move ahead after Council approved the application. Located in a commercial strip, the lot currently houses a two-storey building with a speech pathology clinic on the ground floor and a dwelling upstairs. The new development would see it grow to four storeys – but still a dwelling on top of a shop space.
Competition to decide new playground in Queens Park West
Council voted in favour of a competition to decide who will design the next playground in Queens Park West. The much-loved playground is due for renewal in 2026-27. Council will work with design competition experts to attract applications, and submissions will be shortlisted before a judging panel picks their winner. Playgrounds are having a ‘moment’ in Moonee Valley. The Playground Project Melbourne continues to wow audiences at Incinerator Gallery, while Council recently unveiled the new-look equipment at Rosehill Park.
A plan to manage four-legged friends
You can now have your say on Council’s approach to dog and cat ownership in the municipality.
The Draft Domestic Animal Management Plan covers four focus areas that are key for a community where pets and people live together harmoniously. The areas of improvement identified are in: uplifting animal registrations, protecting community safety, combatting community tensions, and protecting the environment and animal welfare.
Council’s work in this space was acknowledged at the IPAA Victoria Awards in August, when we took out a prestigious award for our Register to Reunite with your Pet program.

Draft Road Management Plan out for consultation
Did you know that Council is responsible for approximately 410 kilometres of road – and 855 kilometres of footpaths! – in Moonee Valley?
The draft Road Management Plan 2025-2029 is Council’s proposed framework for managing safety hazards across this extensive network. The document lays out things like timelines for proactive inspection and triggers for when a defect needs fixing.
New commitments in the plan include:
- more regular inspection across 75 per cent of Moonee Valley’s footpaths,
- more regular inspection of gutters in high foot traffic areas, and
- quicker repair when a defect is deemed a safety risk.
