Our plan for Moonee Valley by 2040

A suite of visionary plans for the immediate and long-term future of Moonee Valley was adopted at the October meeting.

A new Community Vision and refreshed MV2040 long-term strategy were among the greenlit documents.

Drafted by an advisory panel of community members, and with feedback from the broader public, Wurundjeri Woi-wurrung representatives and Councillors, the vision statement imagines a Moonee Valley where:

  • good planning has created beautiful, inclusive neighbourhoods
  • environmental sustainability and green open spaces are valued
  • First Peoples and their culture are thriving, visible and included
  • everyone can live, work and play locally and safely.

A new theme, Trusted, enshrines in MV2040 the Council’s commitment to the principles of integrity, accountability and transparency.

The Council Plan 2025-29, Annual Plan 2025-26, Asset Plan 2025-35 and Financial Plan 2025-35 were all endorsed as well.

The plans recently underwent a four-week public consultation process, with feedback from the community incorporated into the final version.

Revised policies get thumbs up

Council also adopted:

  • a revised Privacy and Health Information Security Policy. The responsible handling of personal information is a key aspect of good governance, and Council is required by law to have a policy for the management of that information
  • a revised Financial Management Policy, which sets out guidelines for the financially sustainable operation of Council. The revised policy includes a new list of financial management principles, including financial ratios that Council must operate within, borrowing principles, investing principles and revenue management.

On the road to safety

Council voted to adopt the Road Management Plan 2025-2029 – a framework to manage safety hazards across the 410 kilometres of road and 855 kilometres of footpaths under our watch.

The draft plan was endorsed for community consultation back in August.

The majority of participants in the consultation process conveyed their support of the draft plan.

Feedback received resulted in several changes to the plan, including a commitment to inspect paths more regularly – especially footpaths abutting aged care facilities and specialist schools.

Have your say on Draft Child Safety policy

Council is a child-safe organisation that is committed to protecting children and young people from harm whenever they interact with us or use our services.

You can now provide feedback on a draft Child Safety and Wellbeing Policy, which seeks to makes those protections even stronger.

The draft policy was this week approved for community consultation. You’ve got until November 25 to submit a response!

Advocating for EV power supply

Council will make a submission to a Victorian parliamentary committee inquiry into electricity supply for electric vehicles.

Moonee Valley already has several publicly accessible EV charging stations across the municipality and Council is exploring how it can assist residents with at home charging.

The Submission outlines the challenges faced when providing this support, and suggests some sector improvements, including:

  • the need for stronger policy settings,
  • collaboration and partnership between Government, distribution network providers, local councils and community, and
  • financial assistance for infrastructure upgrades and awareness campaigns.
