Missed this month’s Moonee Valley City Council Meeting? 

 Below is a summary of items debated and endorsed.

Racecourse Road: On the Improve

Racecourse Road is being improved to make sure the roadway works well for everyone who uses it, however there is still more work to do. 

Council noted a progress report on a Strategic Improvements Plan (SIP), which is being delivered in partnership with City of Melbourne, to better meet the changing community needs and expectations. 

Under the plan, projects such as the State Government’s commitment to a movement and place assessment following the opening of the West Gate Tunnel and advocacy for the delivery of G-class trams along Route 57 are in progress. 

Council also decided to write to the Minister for Public and Active Transport, the Hon. Gabrielle Williams MP, the Member for Essendon, the Hon. Danny Pearson MP and the Secretary of the Department of Transport and Planning about relocating the Australia Post combined express posting box, which is currently outside 288 Racecourse Road, Flemington. 

 

Right on Track

Moonee Valley’s Council Plan (incorporating the Health Plan and Disability Action Plan) 2025-29 is guiding the delivery of 52 initiatives of the Annual Plan and nine Major Initiatives of Council’s Budget in this financial year. 

At the conclusion of the December quarter, priority projects were considered as well progressed with 49 initiatives being ‘on track’ for delivery as scheduled and three completed. 

Council also requested the CEO to provide a report at the next Council meeting on options available to address the concerns of adjoining residents with respect to the JH Allan Reserve sportsfield lighting project. 

 

Financials and Council Expenses Report

The Quarterly Finance Performance Report  indicates that Council’s overall financial position for the year ending 30 June 2026 is sound. Additionally, Councillor expenses incurred between 1 October and 31 December last year were presented. 

 

Keeping Council staff safe

Council’s Work Health and Safety Strategy and Plan 2025-2026 shows that progress is being made to reduce staff injuries. 

It was also noted that the Occupational Health and Safety (Psychological Health) Regulations, which were introduced by the State Government in December 2025, were being implemented. Future activities include hazard mapping to proactively identify risks, a review of WHS documentation and improving internal awareness of psychosocial safety. 

 

Advocacy on State and National stages

Council will submit motions on the National Disability Insurance Scheme (NDIS) reforms for consideration on both a state-wide and national platforms. 

The Council is advocating for the sector because local government is increasingly experiencing impacts from the changes to NDIS supports (being reduced or withdrawn), which is placing additional pressure on council-funded services.  

It will submit the motions to the Municipal Association of Victoria State Council meeting in May 2026 and the Australian Local Government Association’s (ALGA) National General Assembly in June 2026.
