Council Plan Initiatives 2023/24

F1.1  Deliver the relevant actions within the Bagarru Bagarru Djerring Reconciliation Plan.
F2.1  Deliver an alcohol harm prevention action plan to reduce the known impacts of alcohol overconsumption on the community, in partnership with relevant stakeholders.

F2.2  Open and operate the Djerring Flemington Hub with services and programs that are safe, accessible and welcoming for the community.
F3.1  Develop and seek endorsement for a public Statement of Commitment to the prevention of family violence.
F4.1  Review disability access of Council-owned property as part of condition assessments and audit reporting, in accordance with a Council resolution.
F5.1  Progress the Family and Children’s Service’s Facilities Plan, to complement the Family and Children’s Framework and the initial tranches of the Building Blocks Partnership with the Victorian School Building Authority.
F6.1  Progress planning for the development of a new Niddrie Library and Community Hub.
F6.2  Commence a review of the MV2040 Action Plan: Community Facilities to recognise and respond to changing community need, demand and economic factors.
F7.1  Develop an MV2040 reporting framework as part of Council’s integrated strategic planning framework.
F8.1  Work with young people to create opportunities for professional development, job readiness and skill-building in skill shortage industries including the creative industries sector.

T1.1 Complete Keilor Road, Niddrie streetscape works by upgrading the north side.

T1.2 Prepare an events planning framework in line with the Arts & Culture Strategy, that considers support for the night-time economy, local business, and increased visitation to local areas.

T2.1 Construct pavilions including all gender changerooms, and progress other key sporting facility improvements across the municipality, in accordance with the 2023/24 Budget.

T2.2 Upgrade sports fields at Strathnaver Reserve and Lebanon Reserve.

T3.1 Commence construction of the Ascot Vale Library upgrade.

T4.1 Develop guidelines for commissioning public art including street art, to continue to make art accessible to the community.

C1.1 Implement local area traffic management initiatives across the municipality, including in Airport West and Travancore.

C2.1 Investigate the feasibility, and consider the merit of an eScooters program across Moonee Valley, to provide another option for non-vehicle transport that can support residents to move around including accessing public transport.

C3.1 Advocate for road safety improvements at key locations, including the Essendon North Junction and other identified dangerous crossing points, particularly on Mt Alexander Rd.

C3.2 Progress implementation of the Moonee Ponds Activity Centre to 2040 Local Plan to address on-street, off-street and high-rise parking, accessibility, connections and active transport in the precinct, through the preparation of a parking feasibility study in Shuter Street, Moonee Ponds.

G1.1 Fund key projects through the Community Climate Emissions Reduction Reserve, following Community Carbon Emissions Reduction Taskforce recommendations.

G2.1 Continue tree planting and maintenance towards 30% canopy cover by 2040 with support from the Cooler Greener West grant program.

G3.1 Expand the Food Organics Garden Organics (Green Bin) program to become a universal service aimed at significantly increasing the diversion of organics from landfill.

B1.1 Continue implementation of master plans – commence construction for Rosehill Park play and landscaping, commence landscape design for Clifton Park.

B1.2 Prepare an open space strategy to provide a long-term plan for the use and development of public open space.

B2.1 Progress the preparation of the housing study and neighbourhood plans to guide residential and commercial land use to support communities to live in local neighbourhoods.

B2.2 Work with the state government in the development of stronger Maribyrnong River controls, and continue advocacy for improved controls through active involvement in Waterways of the West.

B3.1 Plan for the use of the historic Woodlands Park Settlers Cottage and implement interpretive signage.

B3.2 Update the neighbourhood character study which helps to enrich our neighbourhoods and provide guidance for future development.
