2023/24 Draft Budget and Draft Council Plan Initiatives open for community feedback

You’re invited to have your say on our Draft Budget 2023/24 and Draft Council Plan Initiatives 2023/24!

On Tuesday, 9 May 2023, Moonee Valley City Council endorsed this year’s Draft Budget and Draft Council Plan Initiatives for public consultation – which means you are now invited to provide your feedback on what’s included.

The Draft Budget proposes $49.81 million in capital works and $209 million delivering critical community services. These two documents set out Council’s spending and key areas of focus for the year ahead. Every year Council prepares a Draft Budget that is guided by the priorities set out in the Council Plan and Health Plan 2021 – 25 and Council’s long-term MV2040 Community Vision. The Draft Council Plan Initiatives map out how Council intends to work towards our long-term vision for a ‘healthy city’ over the next 12 months. The Draft Budget details how those initiatives and services will be funded. 

What’s in the Draft Budget 2023/24?

Some of the highlights of this year’s Draft Budget include:

  • $5.19 million to renewing local roads
  • $5.12 million to the redevelopment of the Ascot Vale Library
  • $3.1 million to Clifton Park pavilion improvements and cricket nets
  • $2.26 million to the sports field upgrade of Lebanon Reserve
  • $2.1 million to roll out of the Food Organics Garden Organics (FOGO) Bin roll out
  • $2.0 million to drainage improvement works
  • $2.0 million to pedestrian and shared path improvements
  • $1.94 to improvements Keilor Road streetscape
  • $1.56 million to the addition of new modular change rooms at Maribyrnong Park pavilion
  • $1.53 million to renewing and upgrading buildings, including the Disability Discrimination Act (DDA) compliance works
  • $1.49 million to the Stage 2 Rosehill Park landscape upgrade
  • $1.38 million to the add a modular pavilion at Fairbairn Park (southern) Ascot Vale
  • $1.3 million to the development of indented parking, speed hump and a shared path at Clifton Park
  • $1.28 million to sports field lighting upgrades and renewal
  • $1.28 million to the Overland Reserve car park upgrade
  • $1 million to planting more trees
  • $872, 000 to new shared pathways at AJ Davis Reserve
  • $830, 000 to renewing cricket nets
  • $830, 000 to the sports field upgrade of Strathnaver Reserve
  • $350, 000 to greenhouse gas emission reduction initiatives

What’s included in the Draft Council Plan Initiatives 2023/24?

Some of the priority projects included in this year’s list of initiatives include: 

  • Progress the Family and Children’s Service’s Facilities Plan, to complement the Family and Children’s Framework and the initial tranches of the Building Blocks Partnership with the Victorian School Building Authority
  • Continue the implementation of master plans – commence construction for Rosehill Park play and landscaping, commence landscape design for Clifton Park
  • Complete Keilor Road, Niddrie streetscape works by upgrading the north side
  • Construct pavilions including all gender changerooms, and progress other key sporting facility improvements across the municipality, in accordance with the 2023/24 Budget
  • Upgrade sports fields at Strathnaver Reserve and Lebanon Reserve
  • Commence construction of the Ascot Vale Library upgrade
  • Continue tree planting and maintenance towards 30% canopy cover by 2040 with support from the Cooler Greener West grant program
  • Expand the Food Organics Garden Organic (Green Bin) program to become a universal service aimed at significantly increasing the diversion of organics from landfill
  • Implement local area traffic management initiatives across the municipality, including Airport West and Travancore

When does consultation close?

Consultation commenced on Thursday, 11 May and will close on 11:59pm on Thursday 1 June 2023. Formal Budget Submissions will be heard by Council on Thursday, 8 June.
