Moonee Valley business precincts eligible for Special Rates

There are four business areas in Moonee Valley that collect a special rate and charge. Union Road, Niddrie, Moonee Ponds and Flemington. All the funds collected from the Special Rates and Charges are provided to the relevant trader associations and are used for marketing, business development, and the associated encouragement of commercial activity for the business precincts.

We consider that the Special Rates and Charges for these important business precincts will provide an added benefit to all properties and businesses within the boundary of the rates.

Council recognises the rising costs to businesses, therefore individuals can apply for assistance via our website.

 

Declaration

Moonee Valley City Council at its Ordinary Meeting held on 9 May 2023 resolved to declare a Special Rate and Charge, in accordance with section 163(1) of the Local Government Act 1989, for the Flemington, Niddrie and Union Road business precincts. The Special Rate and Charge will commence on 1 July 2023 and end on 30 June 2028.

 

Council resolves to declare the Moonee Ponds Special Rate and Charge

The Moonee Ponds Activity Centre is currently levied a Special Rate and Charge (Special Rate) by the Moonee Valley City Council which is used for marketing, promotional and business development purposes by the Moonee Ponds Rate Levy Association (the Association), in support of business.

Council at its Meeting held on 27 February 2024 resolved to seek a renewal for the Special Rate for a further four years, in accordance with section 163(1) of the Local Government Act 1989, for the Moonee Ponds Business Precinct.

During a subsequent period of community engagement, Council sought submissions from rate paying business and property owners as well as the wider community. After considering feedback received and at its meeting held on 14 May 2024, Council resolved to declare a Special Rate, in accordance with section 163(1) of the Local Government Act 1989, for the Moonee Ponds Business Precinct.

Council considers that renewal of the current Special Rate will enable Moonee Ponds to strongly position itself through joint promotion, marketing, and business development activities. The Special Rate plays a critical role in helping to fund these activities.

The Association undertake expenditure of the rate, with recent activities including 'Shop Local 3039' campaigns; seasonal festive decorations; vision planning for Moonee Ponds as a destination; seasonal events and promotional campaigns to drive foot traffic to business; business training workshops targeting professional services; and networking evenings bringing together local businesses.

Council consulted with the community from 6 March until 4 April 2024, in order to make an informed decision on whether to declare the Special Rate and Charge. Processes were in place to make a digital or hard copy submission in relation to the proposed Special Rate and Charge. A person making a submission was also able to be heard in person by a committee of Council held on 16 April 2024. A submission needed to state support for or against a Special Rate and Charge and set out the reasons.
