Moonee Valley Racecourse redevelopment

(Racecourse infield, Grandstand and associated racecourse infrastructure)

Since 2011 the Moonee Valley Racing Club (MVRC) has been planning for a major redevelopment of their racecourse site within Moonee Ponds. This will ultimately include a new grandstand on Wilson Street and upgraded racetrack.

The MVRC is also undertaking major redevelopment of the land surrounding the track and Grandstand (Moonee Valley Park – Hamton/Hostplus development) which is a separate project.

Council's role

 

We have been actively involved in the planning process, advocating on behalf of our community to ensure that any development on the site is appropriate and

takes into consideration impacts on traffic, environment, heritage, amenity and the community themselves.

Late March 2023 update

Council approved a planning permit application for the racecourse reconfiguration/realignment (MV/394/2022) at the Council Meeting held on 14 March 2023, as per the approved Moonee Valley Racecourse Master Plan. March 2023 update

Council recently approved a planning permit application for the maintenance precinct (MV/408/2022) at the Council Meeting held on 28 February 2023. Council will be considering a planning permit application for the racecourse reconfiguration/realignment (MV/394/2022) at the Council Meeting on 14 March 2023, as per the approved Moonee Valley Racecourse Master Plan. January 2023 update

Council is considering two planning permit applications for the racecourse configuration and maintenance precinct, as per the approved Moonee Valley Racecourse Master Plan. A final decision on these applications is anticipated at a Council Meeting in February 2023.

October 2021 update

MVRC Master Plan approved by Council

Council met on 26 October 2021 to consider the Moonee Valley Racecourse Master Plan. Council resolved to approve the Moonee Valley Racecourse Master Plan (dated 12 October 2021). The minutes from this meeting can be viewed here.

General History and Timeline

April 2021Public submissions were invited on the YourSay webpage to assist Council in its consideration of the MVRC draft Master Plan for the Racecourse SUZ2 land only.
September 2020Hamton starts work on the first stage of the residential development at the Moonee Valley Racecourse.
October 2019 Detailed planning and implementation of the proposed residential redevelopment starts.
Planning Scheme Amendment C155 – Gazetted 30 March 2015Rezoned the western section of the MVRC land to an Activity Centre Zone and integrated this into Schedule 1 (ACZ1) as Precinct 9.
Planning Scheme Amendment C100 – Gazetted 30 March 2015Implemented the land use and built form direction from the Moonee Ponds Activity Centre Structure Plan by applying the Activity Centre Zone to the Moonee Ponds Activity Centre, with the exception of the Moonee Valley Racecourse land.
Planning Scheme Amendment C124 – Gazetted 25 September 2014Applied the Heritage Overlay (HO379) to the racecourse site, excluding the northeast corner of the site.
Planning Scheme Amendment C120 – Gazetted 25 September 2014Following Advisory Committee review, the Minister for Planning applied the Comprehensive Development Zone to the western land (development site), amended the Special Use Zone (racetrack land), and introduced a Mixed-Use Zone (MUZ2) for the northeast land and Design and Development Overlay Schedule 12 (DDO12).
December 2013Council received the report from the Advisory Committee (pdf, 2.6MB) on the Moonee Valley Racecourse Master Plan and associated amendment documents.
October 2013On 2 October 2013, the State Government’s Advisory Committee commenced a public hearing to further progress the assessment process of the Moonee Valley Racecourse Master Plan and associated planning scheme amendments. The public hearing concluded on Thursday 24 October after 13 hearing days.
April 2013The Minister for Planning released the Final Terms of Reference and appointed the Members for the Advisory Committee.

As the Advisory Committee has been established by the Minister for Planning and is administered by the Department of Planning and Community Development, Council is guided by their timetable and requirements.
May 2012MVRC sought intervention from the Minister for Planning in relation to the master plan and rezoning of the racecourse land.
Early 2012Draft MVRC Master Plan and proposed rezoning provided to Council.

The draft master plan outlines how the land could be developed into the future. It provides broad development guidelines. It does not provide specific development detail.

The rezoning proposes to change the zone of the land from a Special Use Zone (Racecourse) to an Activity Centre Zone to allow greater mix of uses on the site, including residential development.
