Private events in parks and reserves
Please note that all event permits will only be valid if the proposed activities are in line with current State Government restrictions in relation to COVID-19. Event organisers must ensure that you and your guests adhere to all requirements as outlined at https://www.dhhs.vic.gov.au/coronavirus
You will be required to submit an event permit application if your event is taking place in a public space (such as a local park) and involves one or more of the following:
- wedding or ceremony (regardless of the number of guests)
- social gatherings or school groups over 100 people.
You will not require an event permit for:
- social gatherings of less than 100 people (excluding weddings)
- passive recreational activities
- indoor events
- wedding photos only.
You are required to submit your application at least 4 weeks prior to your event.
Your event permit provides you with permission to use the location for your activity, provided that location is available at the time. As your event is being held in public open space, there is no guarantee that your chosen location will be available.

For weddings and private events in parks, we allow:
- one marquee (sized 3m x 6m or under), provided it is weighted to manufacturer’s instructions. Pegging of any structures is not permitted
- a signing table
- up to 20 chairs.
For weddings and private events in parks, we do not allow:
- more than 20 chairs
- arches or carpet runners
- balloons
- barbecues
- vehicle access
- amusements, inflatables and animal farms/rides/petting zoos
- pegging of any kind, for any structure
- confetti.
Please note that for parks with a body of water (e.g. Queens Park) the water fountain’s primary purpose is for aeration of water, its operation cannot be linked to a specific time.
By contacting Council to discuss your event, we can help make sure your chosen location is available, answer any queries you may have and advise you of your responsibilities and the requirements for your event.
Provided all relevant information has been supplied, assessment of your application may take place within 4 weeks of lodgement.

How to apply for an event permit
Applications may be submitted online by following the link below. Provided all relevant information has been supplied, assessment of your application or notification of further information or other permits required will be forwarded to you within 4 weeks of your application. You will be required to create a log-in account with your email and a password. Once you have commenced a submission you may save and return at a later date to complete. Your application has not been completed until you have hit the submit button and you receive an email confirmation.
