Our services
Who are we and what do we do?
From aged care to footpath repairs and youth programs and everything in between, we're here for you!
Did you know we provide 26 services, made up of 114 sub-services, to help make life easier for our community? We also employ more than 800 people, many of which live right here in Moonee Valley.
You may not even realise some of the services provided by Council that you use.
Take Jenny, for example, a resident with a family including young children and a pet. In a typical day Jenny may use a range of services including:
- kindergartens
- local footpaths and roads
- libraries
- local parks, dog parks and street trees
- animal registrations
- local sporting facilities and leisure centres
- bin collection.
There are 3 levels of government - local government (us!), state government and federal government. Each level is responsible for different things.

Animal management
We protect the health and welfare of domestic animals, especially dogs and cats. We support pet owners to care for them appropriately, and protect community safety.
This includes delivering things like:
- animal registrations
- pet ownership education and advice, and
- investigating issues and complaints.
Did you know? We love our pets! We registered 9,800 dogs and 3,600 cats for Moonee Valley residents in 22/23.

Arts and culture
We celebrate our community's rich culture and bring it to life through diverse professional and community theatre, music, visual arts, arts programs, festivals and events. We provide venues and creative spaces for the community to use, connect and enjoy.
This includes delivering things like:
- the Clocktower Centre
- Incinerator Gallery
- Moonee Valley Festival
- Carols at Queens Park, and
- other events and creative projects.
Did you know? 52,000 people visit the Clocktower Centre and Incinerator Gallery annually. And 27,500 are expected to attend festivals and events across Moonee Valley in 2024/25!

Building services
We make sure publicly and privately owned buildings, structures and pools are safe. We uphold safety and amenity laws and standards. We provide information and advice to residential and commercial owners/occupiers of properties and buildings.
This includes delivering things like:
- building inspections and enforcement.

Children and family services
We provide services to help families and children have the best start towards positive life-long outcomes. We support families to be healthy and connected, and assist those who need extra support.
This includes delivering things like:
- playgroups
- kinder
- early learning and care
- maternal and child health
- family support programs.

Civic services
We help ensure our organisation is transparent, inclusive, fair, meets legal requirements and our community's vision and needs. We host civic events and ceremonies to proudly celebrate and recognise community members.
This includes delivering things like:
- citizenship ceremonies
- council meetings and public forums
- councillor support
- freedom of information and public interest disclosures
- our strategic plans like MV2040, the Council Plan and Health Plan, Disability Action Plan, Asset Plan and more.

Community development
We improve community connection and cohesion, so more people can participate actively and confidently in everyday life. We run programs and services with target population groups at our community hubs. We advocate for social equity across the city and partner with others to help achieve these goals.

- the Djerring Flemington Hub
- equity, diversity and inclusion programs across Moonee Valley.

We provide public facilities and community spaces, including for community hire. We make sure our facilities are clean, safe, accessible and fit for purpose.

- developing, improving and maintaining our community facilities,

- and strategic buying and selling of land.

Community information, education, advocacy and engagement
We provide relevant, up-to-date and accessible information about our services and activities. We share information about topics of community interest and our organisation's performance. We encourage our community to share their views to help guide our work and work with them to identify and define their greatest needs. We raise these with other Councils and State and Federal Governments to get the best outcomes.
This includes delivering things like:
- customer service,

- community education and engagement programs,
- council publications and online information,
- media relations, and
- improving our customers’ experience.

Economic and business development
We help to create and activate vibrant places and spaces that residents want to visit. We contribute to the development of a thriving local economy by providing services that support local businesses to prosper.
This includes delivering things like:

- programs, projects and initiatives to support local traders.

Environment and sustainability
We work to create an ecologically healthy and environmentally responsible city. We deliver environmental sustainability programs and policies, and increase Moonee Valley’s biodiversity. We work to tackle climate change, and support the organisation and community to reduce carbon emissions.
This includes work like:
- climate change response and mitigation projects,
- protecting and caring for our local flora and fauna,
- improving water quality in our local waterways, and
- overseeing any local pollution and contamination incidents.

Home care and community support
This includes delivering things like:
- in-home support services,
- carers support,
- services for people over 65, and
- services for people under the age of 65 who need help with everyday living and social connections.

Leisure, sport and recreation
This includes delivering things like:
- leisure centres and pools,
- initiatives to encourage physical activity and participation, and
- managing and maintaining sport and recreation facilities and grounds used by local sporting clubs and the whole community.

Libraries
This includes delivering things like:
- our five library branches,
- library and learning programs for all ages,
- managing our lending collections, and
- library outreach services like our mobile lending van and home visits.

Neighbourhood and street cleaning
We provide a clean and healthy environment for our community to enjoy safely. We clean streets and keep public spaces free of graffiti.

- management of unsightly and unsafe properties.

Our systems and knowledge
We support our staff to have the right systems, tools and technology to do their jobs. We provide services including technology infrastructure, records, applications and organisational research. We manage risk and project governance. We ensure our systems are stable, secure, up-to-date and integrate where relevant.

- information technology for our staff and community facilities,
- records management,
- organisational research and geographic information system (GIS), and
- risk management.

Parks, gardens and open space management
We keep our city green and leafy. We look after the trees in our streets, our local parks, gardens, playgrounds, nature reserves and other green spaces for our community to enjoy.
This includes delivering, managing and maintaining:
- our parks, gardens and green spaces,
- public spaces and streets,
- street and public trees,
- playgrounds,
- park and street furniture, and
- planning, designing and developing these spaces.
Did you know? We take care of more than 5 square kms of parks, gardens and open spaces across Moonee Valley.

Permits
We make sure rules and laws are followed to help keep our community safe. We give residents and local businesses permissions to help them build and maintain their homes, run businesses and events and more.
This includes issuing and enforcing a range of permits, including:
- building,
- event,
- food premises,
- footpath trading,
- land use and planning,
- liquor license,
- parking,
- tree removal, and
- technical permits.

Public health and safety
We work to keep our community healthy and safe. We provide information, advice and public safety programs, and investigate problems that impact on community health and wellbeing. We help respond to emergencies and support the community when they happen.
This includes delivering things like:
- community safety initiatives,
- public health and social planning,
- investigating nuisance complaints,
- overseeing emergency management, and
- disease prevention and food safety at local establishments.

Reconciliation
We acknowledge and respect the Wurundjeri Woi-wurrung as the First Peoples of the land and waterways of our city. We work to promote and protect their culture and heritage through projects, events and programs. We consult, collaborate and partner with Wurundjeri Woi-wurrung Elders, respected peoples and local Aboriginal networks.
This includes delivering things in the Bagarru Bagarru Djerring Reconciliation Plan, including:
- identification and preservation of sites of significance and Woi-wurrung language,
- Aboriginal land and waterways management and landscaping, and
- projects, events and programs with, and in support of, First Peoples.

Statutory planning
We work to make sure development and growth in our city is appropriate, so our community has comfortable and enjoyable places to live, work and visit. We provide advice to help limit the impacts of development, investigate problems and enforce rules and laws.

- planning permit enforcement, and
- oversight of water sensitive and environmentally sustainable urban design treatments.

Strategic land use planning
We make plans so land across our city is used in the best possible way to meet community needs, now and in the future. We work to create 20-minute neighbourhoods, where residents have appropriate housing, facilities and services close to where they live. We work to protect the environment, heritage and the things that make our neighbourhoods unique.
This includes delivering work like:
- planning scheme amendments,
- neighbourhood plans, and
- heritage identification and protection.

Traffic, transport, pedestrian and drainage network
We help our community walk, cycle, drive and use roads around our city safely. We want transport to be convenient, accessible, environmentally-friendly and available to everyone. We help provide and maintain local walking and cycle paths, roads, drains and transport routes.
This includes:
- planning, developing and maintaining Council-owned roads, paths and drains,
- facilities for safe pedestrian and cyclist travel,
- traffic management planning,
- school crossing supervisors, and
- parking enforcement.

Waste and recycling
We keep Moonee Valley clean and tidy. We manage rubbish collection and services for reusing, recycling or disposing of unwanted materials. We reduce landfill by providing green bins for food and organics recycling.
This includes delivering things like:
- household bin collection,
- the transfer station,
- at-call hard rubbish and green waste collection, and
- public space rubbish removal.
