Health Premises

Businesses conducting beauty therapy, cosmetic applications, colonic irrigation, hairdressing, skin penetration or tattooing must be registered with Council under the Public Health and Wellbeing Act 2008.

These premises are registered to minimise the risk of clients contracting certain infectious diseases.

Businesses must follow the Public Health and Wellbeing Regulations 2009 and the Infection prevention and control guidelines for hair, beauty, tattooing and skin penetration industries.

Opening a new business?

  • Step 1 – If you are unsure if you require a permit, complete the Business Permit Checklist.
  • Step 2 - Complete the Application.
  • Step 3 - Submit your application with a floor plan.
  • Step 4 – Your application will be assessed.
  • Step 5 – A progress inspection may be conducted if required.
  • Step 6 – A final inspection must be conducted prior to opening.
  • Step 7 – You will receive an invoice for Registration.
  • Step 8 – Once paid, you will receive your Registration Certificate.

Transferring a business

As the new owner/purchaser, you need to transfer the business into your name. It is a legal requirement to have both the new and existing owners’ signatures on the application form.

Important information:

  • If your business undertakes low risk activities only, you are exempt from this process and must complete an Application to Register instead.

Request a Pre-purchase Inspection (optional)

  • Step 1 – Complete the application.
  • Step 2 – You will be sent an invoice for payment.
  • Step 3 – Once paid, and Environmental Health Officer will undertake the inspection and email the report.

Transfer your business

  • Step 1 – Complete and submit the application.
  • Step 2 – You will be sent an invoice for payment.
  • Step 3 - Your application will be assigned to an Officer who will liaise with you throughout the process until you are ready to open.
  • Step 4 – You will be provided with a Registration Certificate once approved by the Officer and payment of the invoice is made

How to appeal an Infringement

If you are issued with an infringement for a premises registered with council, you can apply to have the matter reviewed. To apply for internal review, please complete and submit an online application.
